Blinken noted that Washington intends to engage constructively with Beijing whenever possible.
“This will not happen as a favor to us or anyone else, and certainly not as a rejection of our principles, but because working together to solve large-scale problems is what the world expects from the great powers,” the head of American diplomacy added.
Blinken also called China a country that is willing and able to change the existing international order.
