In his appeal, the parliamentarian noted that, in accordance with the law, citizens of Russia, as well as the countries participating in the Eurasian Economic Union (Belarus, Armenia, Kyrgyzstan and Kazakhstan) have the opportunity to operate as self-employed, pay taxes in the amount of 4% and 6% with provision of services to individuals and legal entities, respectively.

At the same time, since the beginning of the evacuation from the Donetsk and Lugansk People's Republics and the special military operation on the territory of Ukraine, hundreds of thousands of refugees have arrived in Russia.

Some of these persons do not have Russian citizenship, respectively, do not have the opportunity to carry out activities as self-employed, Vlasov added.

“In this regard, I ask you to consider the possibility of granting refugees who arrived in the Russian Federation from February 18 from the Donetsk and Luhansk People's Republics and regions of Ukraine, regardless of their citizenship, the right to carry out activities as self-employed, to pay taxes at preferential rates of 2% and 3 % within a year from the moment of acquiring the status of self-employed,” the text of the appeal says.

Earlier, Deputy Chairman of the Security Council of Russia Dmitry Medvedev proposed to facilitate the processing of documents in Russia for refugees.
