In order to implement the central government's "double reduction" decision and deployment, and deepen source governance, system governance, and comprehensive governance, the Ministry of Education organized local governments to continue to carry out the "look back" work on the governance of off-campus training in the compulsory education stage from April to June this year, focusing on key points. Tasks, comprehensive investigation and rectification, and effectively consolidate the results of off-campus training governance.
At present, the "looking back" process is more than halfway through, and various work is progressing solidly.
As of May 15, 97% of the counties (cities, districts) in 32 provinces across the country have started the "look back" work, of which 49% of the counties (cities, districts) have completed the investigation of all training institutions within their jurisdictions.
A total of 110,000 training institutions have been investigated nationwide (including review of closed institutions and non-disciplinary institutions suspected of conducting discipline training investigations), of which 2,977 institutions with problems were found, accounting for 2.7%.
All localities took measures such as shutting down and rectifying within a time limit to deal with violations of laws and regulations at the same time, and the rectification rate of problematic institutions reached 92%.
In terms of institutional reduction, a total of 413 training institutions with "fake cancellation and real operation" were found in a cumulative investigation, all of which have been closed down.
In terms of "business-to-non-profit", a total of 26 institutions were found to have illegally carried out for-profit activities through non-profit shells. The relevant localities interviewed the person in charge of the institution immediately, issued a rectification notice on the spot, and all rectifications have been carried out.
In terms of training fee supervision, a cumulative investigation found that 195 institutions did not implement the government-guided price, and charged 529,000 yuan in excess of the government-guided price, all of which have been corrected and refunded.
In terms of invisible mutation governance, a total of 2,594 institutions were found to have conducted discipline training in violation of regulations, of which 2,460 institutions have completed rectification.
Individuals carried out 1,256 subject trainings in violation of regulations, of which 1,229 people have been rectified; 11 in-service teachers in primary and secondary schools were involved, which have been dealt with according to regulations.
In terms of materials and personnel specifications, a total of 779 non-compliant training materials were found in the investigation, of which 767 were ordered to stop using and cleaned up and destroyed; 786 teaching and research personnel did not have the corresponding qualifications, of which 693 have been adjusted.
In terms of information management, it has been found that 554 institutions have not used the national comprehensive platform for off-campus education and training supervision and services, of which 455 institutions have been urged to complete rectification.
In terms of risk prevention, a total of 2,505 counties and districts have established three mechanisms: focusing on verification to solve the problem of difficult refunds, supervision and enforcement of off-campus training, and prevention and resolution of labor and employment risks.
In the next step, the Ministry of Education will urge all localities to continue to promote the investigation and rectification work on the basis of doing a good job in the "look back" mid-term summary, consolidate the results, check and fill the gaps, so as to focus on the key points, the investigation is more accurate, and the measures are more effective, so as to ensure that all The task was successfully completed on schedule.
