  Na Yanfang said that the procuratorial organs adhere to the principle of "arresting, prosecuting, incarcerating, defending, and teaching" to perform their duties, and promote the criminal prosecution of juveniles.

  The first is to severely crack down on crimes against juveniles.

In 2021, procuratorial organs nationwide will prosecute 60,553 people for crimes against minors, a year-on-year increase of 5.69%, of which 27,851 people will be prosecuted for crimes of sexual assault.

The Supreme People's Procuratorate listed and supervised 30 major and sensitive cases of sexual assault on minors, and worked with relevant departments to formulate the "Regulations on Handling Criminal Cases of Sexual Assault on Minors", and issued typical cases of sexual assault crimes to form a strong deterrent.

  The second is to do a solid job in the rescue and protection of minor victims.

In order to protect the legitimate rights and interests of minor victims, the procuratorial organs, together with the public security organs, women's federations, etc., have established more than 1,600 "one-stop" inquiry and rescue areas to prevent minor victims from suffering "secondary harm."

In 2021, there will be 11,000 cases of judicial assistance of 160 million yuan for juveniles who have been violated, triple the amount in 2018.

  The third is to combine leniency and strictness in handling juvenile crime cases.

Implement the concept of "protection, education, and restraint" of juvenile procuratorial case handling, implement the criminal policy of combining leniency with strictness and the criminal justice policy of "fewer arrests, careful prosecution and prudent detention".

In 2021, the non-arrest rate, non-prosecution rate, and conditional non-prosecution rate for juvenile crimes will be 50.4%, 39.1%, and 29.7%, respectively, an increase of 16.3, 16.1, and 17.6 percentage points over 2018.

Juvenile crimes with deep subjective viciousness, cruel methods and serious consequences will not be tolerated. In 2021, 27,208 people will be arrested and 35,228 people will be prosecuted.

In order to help minors who have committed crimes to return to society smoothly, actively carry out pre-litigation care and education, follow-up assistance and education after non-prosecution, and assistance and education during criminal execution, so as to prevent "one release and one punishment".

In 2021, the procuratorial organs will conduct a review of the necessity of detaining 20,045 minors involved in crimes, a year-on-year increase of 3.8 times; put forward 208 procuratorial suggestions on the supervision of minors in detention centers, an increase of 89.1% year-on-year; correct the mixed management of community corrections for minors There were 203 leaks, a year-on-year increase of 3.1 times.
