He said that in the past ten years, we have firmly grasped the historical opportunity period of great development and great reform, continuously opened our horizons, improved our position, and made overall plans to grasp the two dimensions of scale and connotation, and successively entered three interconnected, layer-by-layer steps.   Looking back at the past ten years, the reason why my country's vocational education has been able to continuously solidify its foundation, make up for shortcomings, strengthen its weaknesses, and enhance its advantages, and has achieved remarkable development, is not only due to the historical changes in my country's economic and social development in the new era, and the historical achievements it has achieved. It provides huge demand and solid conditions for the development of vocational education. It is also because the development of vocational education always regards building a complete system as the core task and the main line of logic, constantly innovating system design, increasing policy supply, and striving to build vocational education into a kind of economic development. Education with a specific function for social and individual development, an education with a broad base of needs, a type of education that is as important as general education.

It is embodied in seven aspects:

We establish an open, inclusive and integrated concept of education, provide students with diverse choices and smooth channels for multi-path success at different growth stages, and promote the organic connection and coordinated development of vocational education and other types of education.

  On the one hand, it guides young people to establish the ambition to serve the country with skills. More than 4,500 vocational schools across the country support primary and secondary schools to carry out labor education practice and vocational enlightenment education, covering nearly 110,000 primary and secondary schools, with more than 15 million participants.

On the other hand, speed up the establishment of the "Vocational Education College Entrance Examination" system, improve the "cultural quality + vocational skills" test enrollment method, and provide more suitable diversified development opportunities for secondary vocational students and ordinary high school students.

In 2021, higher vocational schools will enroll 5.57 million people, which is equivalent to 1.8 times of ten years ago; secondary vocational schools (excluding technical schools) will enroll 4.89 million people, and middle and higher vocational schools will train about 10 million high-quality technical and skilled talents every year.

At the same time, the state has successively issued the Action Plan for Vocational Skills Improvement (2019-2021) and the Action Plan for Comprehensive Vocational Training in Vocational Colleges to Promote Employment and Entrepreneurship, and launched the pilot program of the "1+X" certificate system.

At present, more than 10,000 vocational schools across the country carry out various types of training for hundreds of millions of people every year. Among the higher vocational colleges that carry out training services for new professional farmers, 141 schools have an annual training volume of more than 5,000 people per day, and 86 schools have annual training The number of people per day exceeds 10,000, and the vocational education school-running pattern that pays equal attention to both academic education and training has basically taken shape.

In the past ten years, vocational education has been empowered by digitalization, constantly expanding the space for running schools, and actively connecting with continuing education and general education.

In December this year, the National Vocational Education Smart Education Platform was officially launched, covering 19 categories, 396 higher vocational majors, bringing together more than 660 professional teaching resource banks, more than 1,000 online high-quality courses and more than 2,000 open video courses, and 420 More than 10,000 videos, pictures, Wendang and other granular resources provide sufficient digital resources for national learning.

Continuing education has continuously improved the resource supply and service mechanism. A total of 1,891 colleges and universities across the country have held continuing education for academic qualifications. The number of students in higher education accounts for 46.8% of the number of students in higher education.

Vigorously promote the construction of community education and education for the elderly, determine 129 national community education experimental areas and 120 demonstration areas, and build 30 open universities for the elderly and specialized institutions for elderly education.

  He said that in the past ten years, my country has continuously achieved "re-improvement" in "bringing in" and "going out", establishing stable contacts with more than 70 countries and international organizations, and countries along the "Belt and Road" have become the main source of students for my country to recruit international students The main agglomeration of local and overseas schools.

The multi-coordinated training model and management norms have been gradually formed.

At present, more than 400 higher vocational colleges and foreign educational institutions have cooperated in running schools, and the number of full-time international students in China has reached 17,000.

In 2019, 13 higher vocational colleges cooperated with China Nonferrous Metals Mining Group Co., Ltd. to independently hold the first overseas higher vocational and technical college to carry out academic education - China-Zambia Vocational and Technical College, and 5 teaching standards became the teaching of vocational education in Zambia. standard.
