There are mainly the following five aspects:

In 2018, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Comprehensively Deepening the Reform of Teachers' Team Construction in the New Era", the State Council issued the "National Vocational Education Reform Implementation Plan" in 2019, and four departments including the Ministry of Education issued the "Double Teachers of Deepening Vocational Education in the New Era". The "Implementation Plan for the Reform of Teacher Team Construction" has made a comprehensive deployment of the work of vocational education teachers.

This year, the newly revised "Vocational Education Law" officially came into effect, which stipulates the construction of vocational education teachers. It can be said that various systems for the construction of vocational education teachers are gradually improving, and the governance system is basically established.

  Second, the team structure was continuously optimized.

The number of full-time teachers in vocational schools nationwide has increased from 1.11 million in 2012 to 1.29 million in 2021, an increase of 17%, providing strong support for the high-quality development of vocational education.

From the perspective of age structure, the proportion of full-time teachers under the age of 50 in secondary vocational schools accounts for nearly 80%, and the proportion in higher vocational colleges reaches 83%. Young and middle-aged teachers are becoming the backbone of vocational education teachers.

Judging from the proportion of "double-qualified" teachers in professional course teachers, both secondary and higher vocational teachers exceed 55%, meeting the requirement of accounting for more than half.

From the perspective of educational structure, the proportion of full-time teachers with a bachelor's degree or above in secondary vocational schools accounted for 94%, the proportion of full-time teachers with a bachelor's degree or above in higher vocational schools accounted for 99%, and the proportion of full-time teachers with a graduate degree or above reached 41%.

Through unremitting efforts, the long-term low educational background of full-time teachers in vocational schools has been effectively resolved.

  Third, the professional development has achieved remarkable results.

The implementation of the national vocational education teacher quality improvement plan has been launched, and a four-level training system has been established, including “national demonstration and leadership, provincial-level overall planning, city-county linkage guarantee, and school-based characteristic training”.

Since 2012, the central government has invested a total of 5.3 billion yuan in training funds, driving the provincial government to invest 4.3 billion yuan, effectively supporting the 5-year cycle of training for all employees.

In 2022, start the implementation of the "Vocational Education National Training" demonstration project, and strive to create a number of training projects that can play a high-end leading and demonstration role.

The national vocational education teacher innovation team construction was launched in 2019. 364 innovation teams were built in two batches, and demonstrations led to the establishment of more than 500 provincial-level innovation teams, and the ability and quality of the teacher teams were comprehensively strengthened.

Academic circles also believe that the construction of national-level teaching innovation teams is an important measure to fully tap the potential of both top-level design and grass-roots initiative.

  Fourth, the two-way flow of schools and enterprises is more smooth.

Since 2012, the Ministry of Education has issued a series of documents to support, encourage and regulate vocational schools to hire professional and technical personnel with practical experience and high-skilled talents as part-time teachers; 102 national vocational teacher enterprise practice bases have been announced, and it is clear that each vocational school professional teacher 5 years must accumulate no less than 6 months to the front-line practice of enterprises or production services.

Guangdong Province guides higher vocational colleges to independently carry out the identification of high-level skilled part-time teachers, and promotes the two-way flow of enterprise engineering and technical personnel, high-skilled talents and vocational teachers. The ratio of part-time teachers to full-time teachers reaches 1:1.7, and part-time teachers become vocational teachers. an important part of the teaching staff.

Ren Youqun said, "This year, we will set up a special teacher-enterprise practice project release section on the National Vocational Education Smart Education Platform, establish a part-time teacher library, and build more bridges for school-enterprise communication."

  Fifth, advanced models continue to emerge.

The Ministry of Education has continued to increase the recognition of vocational teachers. In recognition projects such as National Model Teachers, National Excellent Teachers, National Teaching and Educating Models, National Teaching Achievement Awards, and "Ten Thousand Talents Program" Teaching Famous Teachers, all teachers are awarded according to the same proportion. Vocational teacher awards.

Through a series of incentive measures, the motivation of teachers' professional development will be continuously stimulated, the professional identity of teachers will be enhanced, and the attractiveness of vocational teachers' positions will be improved.

The Ministry of Education has carried out the demonstration creation of Huang Danian-style teacher teams in colleges and universities twice, and a total of 40 vocational education teacher teams have been selected.

Among them, 3 teams from Guangdong Province were selected, namely the plant protection subject teacher team of Shenzhen Vocational and Technical College, the fine chemical technology professional teacher team of Guangdong Light Industry Vocational and Technical College, and Guangzhou Panyu Vocational and Technical College National "Double Universities" High-level Art Design Major Group of teachers.

These teacher teams have effectively led and led various vocational colleges to promote collaborative education in education and teaching and cultivate new talents of the era with all-round development.

  Ren Youqun said that the construction of vocational education teachers is a systematic project and a long-term plan.
