Recently, the Ministry of Education, the National Press and Publication Administration, the Central Internet Information Office, the Ministry of Culture and Tourism, and the State Administration for Market Regulation jointly issued the "Guiding Opinions on the Responsibility of Teaching Materials Work" ” (hereinafter referred to as the “Guiding Opinions”).
The "Guiding Opinions" aims at the main responsibility problems in the compilation, review, publication, printing and distribution, selection and use of textbooks for universities, middle and primary schools, and clearly defines the accountability situation and handling methods, and implements full coverage, full chain, and standardized responsibility management.
The "Guiding Opinions" includes six aspects: First, strengthen the sense of responsibility, require all regions, departments and schools to establish a strong sense of responsibility, and consolidate the responsibility for teaching materials to the units and people.
The second is to grasp the basic principles, and propose that the accountability of teaching materials work should adhere to the basic principles of compliance with laws and regulations, comprehensive coverage, objectiveness and impartiality, and the combination of punishment and construction.
The third is to clarify the situation of accountability, and to refine the situation of accountability in the compilation (revision), review, publication, printing and distribution, selection and use, and release of information related to textbooks for universities, middle and primary schools.
The fourth is to seriously pursue accountability, clarify the main body of responsibility for teaching materials and the method of accountability, and emphasize the establishment of a working mechanism of division of responsibilities and coordination and cooperation.
The fifth is to standardize the accountability procedures, and clarify that the accountability for teaching materials should be carried out in accordance with the basic procedures of acceptance, verification and processing.
The sixth is to put forward the accountability of digital teaching materials and the handouts, teaching plans, teaching reference used as teaching materials, as well as the translation and compilation of ethnic language teaching materials, with reference to the "Guiding Opinions" and relevant regulations.
After the "Guiding Opinions" are issued, the Ministry of Education and other departments will guide all regions and units to refine the accountability methods for teaching materials, improve the accountability mechanism, increase the investigation and punishment of violations of laws and regulations, and provide a strong guarantee for the construction of a high-quality teaching material system.
