Federal Defense Minister Christine Lambrecht (SPD) has expressed her confidence in a speedy agreement on the Bundeswehr special fund.

"I currently have the feeling that everyone (...) really wants to pull together and equip the Bundeswehr as they urgently need it," she said in the ARD "Morgenmagazin" on Monday.

She is "very optimistic" that there will be an agreement before the summer break.

The background is a dispute over the structure of the special fund for the Bundeswehr between the coalition and the Union.

The main issue is how NATO's goal of spending two percent of gross national product on defense should be anchored in law.

The SPD parliamentary group leader Rolf Mützenich had threatened the Union with going it alone if necessary by the traffic light coalition.

If the CDU and CSU crossed each other in the Bundestag with a view to the necessary two-thirds majority for an amendment to the Basic Law, then there were "other ways," said Mützenich of the FAZ

“Budget legislators must remain flexible”

Everyone agreed that there should be “no break” in the NATO commitments once the special fund has been used up, said Lambrecht.

However, it must also be ensured "that the budget legislator has flexibility and that he is not bound beyond what is necessary".

"Anyone who rightly praises and supports the Bundeswehr must now show their colors," she added.

The special fund was announced by Scholz after the Russian invasion of Ukraine to eliminate deficits in the Bundeswehr.

A two-thirds majority in the Bundestag is required for the desired amendment to the Basic Law.
