This resident from Haute-Garonne is unable to present them with a driving license.

He does not look for the excuse of forgetting or losing his papers.

He admits to them that he simply does not have one because, "due to poor visual acuity, he has never been able to pass his driving licence".

At 56, he has been driving illegally for 38 years.
