BAGHDAD

Re-elections, dissolution of parliament, or the return of protests to the Iraqi street are expected scenarios in Iraq for resolving the political impasse that afflicts the Iraqi governance equation, as most expectations go to the continuation of the state of closure for at least another month, an opinion supported by the United Nations, according to the organization's latest report on Iraq situation.

However, the forces affiliated with the National Salvation Alliance (an alliance that includes the Sadrist movement, the Kurdistan Democratic Party and the Alliance of Sovereignty and has more than 170 seats in the Iraqi parliament) are counting on the joining of new political blocs to their camp, in a new challenge that ensures the passage of the selection of a new president of the republic.

As for the member of the coordination framework, Ghazanfar al-Batekh, he believes that ensuring a two-thirds majority in the House of Representatives (220 members) conditional on holding a session to choose a president will be key to resolving the current crisis, which will pave the way for choosing the prime minister and his government team.

Speaking to Al Jazeera Net, Al-Batikh indicated that the Sadrist movement's insistence on excluding the forces of the coordination framework (which includes the Shiite forces with the exception of the Sadrist movement) with the government formation talks is what hinders the solution of the current crisis.

It is believed that the continuation of the political blockage in Iraq may push parties in Parliament to make constitutional amendments to get rid of this problem.

On the other hand, the Sadrist movement, which lives in silence in the media, responds to the statements of the watermelon by saying that the constitutional amendments are not possible at the present time because the constitution requires granting confidence to the Prime Minister by half plus one, and the President of the Republic by two thirds, which the political blocs do not want to change, meaning they want to keep the Articles of the Constitution in force.

A member of the Sadrist movement, who asked not to be named, told Al Jazeera Net that his movement and other parliamentary forces had concluded an agreement before the last elections last October that included the formation of a national majority government after the results of the polls were announced, but the coordinating framework forces disavowed that agreement and went ahead with a claim to form a consensus government.

Unblocking Initiatives

Some political blocs in Iraq believe that the constitutional solution to get out of the crisis is to go to holding other early elections to preserve the democratic system that was established in 2003, and to preserve the interests of the people, by staying away from the quarrels and harsh conflict between the political forces.

However, most of the authorities have exceeded their constitutional deadlines after holding early elections, so the political forces in Iraq of all stripes launched 10 initiatives in recent months, which began last January, the last of which was the initiative of independent representatives consisting of 5 items, the most prominent of which is the selection of a prime minister who enjoys It is competent, impartial and independent, and its government program is subject to parliamentary oversight for the purpose of its implementation.

In this regard, independent MP Hussein Arab says to Al-Jazeera Net that the initiative of the independent representatives guarantees the formation of a comprehensive national majority government that does not exclude any political party, in addition to ensuring the selection of an independent prime minister entrusted with the task of forming the comprehensive government, given that the current political situation in Iraq The government will not be allowed to pass, whether it is a majority or consensus.

In his speech, Arab points out that the political forces interacted with the initiative of the independents, and based on this interaction, the independents formed a negotiating committee that took it upon itself to explain the initiative and its details to the parliamentary parties interacting with the terms of the independents initiative, which is one of the solution scenarios.

Scenarios to solve the crisis

For his part, the head of the Center for Political Thinking, Ihsan Al-Shammari, considered that the ten initiatives do not carry any solutions to the current crisis, since the insistence on forming a consensus government collides with the desire of the Sadrist movement (which has the most seats in the elected parliament), and this puts the country in front of a new crisis.

Al-Shammari, in his speech to Al-Jazeera Net, presents several scenarios to resolve the current blockage, most notably the choice of the Sadrist movement to take the role of the opposition in Parliament, and this opposition will overthrow the government that is formed as it has a wide influence in the Iraqi street, which makes the new ministerial team facing new crises.

Al-Shammari points out that the second scenario is the dissolution of the House of Representatives after its failure to complete the constitutional obligations, most notably the election of the President of the Republic.

As for the third solution, the United Nations should present an initiative to solve the state of political closure in Iraq, otherwise the last scenario would be the return of protests to the Iraqi street.

Al-Ansari: All current indications confirm that popular anger is coming (Al-Jazeera Net)

october return

Coinciding with the launch of the ten initiatives of the political forces, activists waved two demonstrations on May 25 and another in early June, in an effort to pressure the parliamentary forces to speed up the formation of the government.

Here, the head of the Iraqi House Movement, Mohi Al-Ansari, indicates that all current indicators confirm that popular anger is coming. The previous October protests are only a stage in the chain of change that began in 2011 and will continue until the current political system is changed, as he put it.

Speaking to Al-Jazeera Net, Al-Ansari considered that the purpose of the upcoming protests is not only to change the ruling regime, but to remind the political class of the need for constitutional amendments that produce texts that take into account the changes that have occurred in the country after 2003, because getting the country out of its crises begins with amending the constitution.

legal breach

For his part, the legal expert, Majid Mijbas, indicates to Al Jazeera Net that the Federal Court said that the periods allocated for electing the President of the Republic are organizational periods, and therefore Parliament has the right to set a new period of time and does not forfeit its right to elect a President of the Republic.

Majbas says that the current parliament cannot renew confidence in the current government without forming the most numerous parliamentary bloc, which is the problem facing the Iraqi political parties.
