He noted that the decision to accept former Soviet allies into NATO in 1994 was a "catastrophic failure."

“The main international challenge of the 1990s was a reliable rapprochement between Russia and the Western world,” Treisman said.

According to him, Western countries had to create new financial, commercial, cultural and political ties, as well as develop new security mechanisms in Europe in addition to NATO.

Earlier, Russian Ambassador to the United States Anatoly Antonov said that Western countries did not want to listen to Russia's fair demands to create a system of equal and indivisible security.
