Employment.. “Emiratization”: Contracting with the “self-employment” system is not considered employment
The Ministry of Human Resources and Emiratisation confirmed that Federal Decree-Law No. 33 of 2021 regulating labor relations introduced a new type of work called “freelance work”, with the aim of achieving more flexibility in the labor market and meeting its needs.
The ministry stated in an indicative publication that it broadcast on its official pages on social media platforms, that the self-employment system is a system for independent and flexible work, through which a natural person achieves direct income, explaining that under this system or the new pattern, a person can contract with any facility or business entity to provide Certain services for a specific period or for a specific task, without this person working in the self-employment system being considered an employee of the facility he contracts with.
The laws and regulations in force in the country allow self-employed persons to apply for self-employment licenses to practice their economic activities, through several procedures.
