A group of deputies and senators submitted to the State Duma a bill on the creation of the Russian movement of children and youth "Big Change".

The document is placed in the electronic database of the lower house of parliament.

The goals of the movement, according to the explanatory note, will be to promote the implementation of state policy in the interests of children and youth, participation in the upbringing of children, their professional orientation and leisure activities.

Specialists will help prepare young people for a full life in society and form their worldview based on traditional Russian spiritual and moral values ​​and traditions of the peoples of the Russian Federation.

“The movement can also pursue other socially useful goals,” the document says.

Students from six years of age, as well as students of colleges and technical schools, can become participants in the Big Change.

In addition, public associations, NGOs, communities of indigenous peoples and public benefit funds will be able to join the movement.

“Foreign agents cannot be collective participants in the movement,” the bill emphasizes.

Also, adult citizens who have completed the development of educational programs of secondary general or vocational education and participate in the upbringing and organization of leisure of participants will be able to join the movement as mentors.

Russian President Vladimir Putin may head the supervisory board of the new movement.

“The composition of the supervisory board of the movement is approved and changed by the President of the Russian Federation.

Members of the movement's supervisory board have the right to combine membership in the movement's supervisory board with holding a public position in the Russian Federation or a position in the federal public service," the document says.

The bill was submitted to the State Duma on May 19 - the day of the 100th anniversary of the pioneer organization.

At the same time, the press secretary of the President, Dmitry Peskov, stressed that Russia does not intend to revive the pioneers.

“No one is going to revive any pioneers, any organizations.

This is a movement, and not just a movement of schoolchildren, but of a wider age range - these are both schoolchildren and already youth, ”Peskov said.

The Kremlin spokesman clarified that the idea is not based on the creation of an organization, but a movement in a more flexible and broader format, “under whose umbrella” already existing organizations will be able to move. 

The initiative to create a children's movement on April 20 was supported by President Vladimir Putin at a meeting of the Supervisory Board of the ANO "Russia - Land of Opportunities".

A schoolgirl from Sevastopol, Diana Krasovskaya, addressed the head of state with a corresponding proposal.

“As for the organization of the children's movement.

We have different directions.

But as for the all-Russian movement, then, of course, we can think about it.

It just needs to be done in a non-bureaucratic way, not in such a way that it is imposed from somewhere above, immersed in some strict forms, no.

This should come from within, from below, and the task of the state should only be to help and support,” Putin said.

State Duma Vice Speaker Boris Chernyshov, in a conversation with RT, drew attention to the fact that the idea of ​​​​creating such a large-scale movement came from young people who care about the fate of the country and who see their future inextricably linked with the history of Russia.

He also explained that the movement has three goals.

“Educational, when together the guys begin to comprehend the meaning of the main value orientations that every person has.

They will find out what is the value of friendship, teamwork, kindness - all those universal basic positions necessary for the development of the individual, ”he said.

The initiative also has an educational goal - members of the movement will actively participate in the formation of the state educational policy in Russia.

“The third is work on creating an image of the Russia of the future and bringing it to life.

I repeat, the modern youth of our country is very active, it does not matter to them what society, what world they have to live in, ”the deputy explained.

Chairman of the Federation Council Committee on Science, Education and Culture Lilia Gumerova also stressed that the idea of ​​creating a movement belongs to the students and is not imposed from above. 

“We talk a lot about patriotism, education of citizenship, love for the motherland, knowledge of history, but this cannot be done without the participation of the children themselves.

Of course, participation in this organization is supposed to be voluntary, but at the same time, such specialized departments as the Ministry of Education, the Federal Agency for Youth Affairs, the Ministry of Culture, the Ministry of Sports will be involved so that the whole palette of activities, directions can be used, and departments should help and contribute to this, ”the senator noted.
