China News Service, May 18. According to the website of the Chinese Embassy in the United States, starting from May 20, 2022, the Chinese Embassy in the United States will apply the following adjustment rules when reviewing the health code:

  (1) Cancellation of nucleic acid testing 7 days before boarding.

  (2) Eliminate the requirement for self-health monitoring, and encourage self-health monitoring before departure.

  (3) For all passengers, whether vaccinated with inactivated vaccines, non-inactivated vaccines, or not vaccinated, the test within 48 hours before departure will be changed to "double nucleic acid", and any IgM antibody test is no longer required.

In the "dual nucleic acid", it is still necessary to cross-use different laboratories, and one of them must be within 24 hours before boarding.

  (4) The additional isolation requirements for landing crew members are cancelled, and the same standards are adopted as ordinary personnel going to China.

  This adjustment is an arrangement made for multiple factors such as the epidemic situation and the characteristics of virus mutation, and will be dynamically adjusted according to the epidemic situation and overseas import situation.

Those who plan to travel to China must take precautions before travel, consciously monitor their own health before travel, and avoid staying or importing after entering the country due to a positive test before boarding.

  The embassy and consulate in the United States will formulate specific arrangements based on factors such as the specific flight schedule of the route they are responsible for, and the conditions of the testing agency.

Please read the following contents of this notice carefully.

1. Selection of direct flights

  Passengers going to China from the United States must take direct flights. The embassy and consulates in the United States will only issue health codes for passengers who take direct flights between the United States and China.

As of now, the embassies and consulates responsible for the direct flight between China and the United States and health code review are as follows (for flight departures and landing cities, please refer to the airline information):

  1. American Airlines: AA 127 (Dallas→Shanghai) approved by the embassy in the United States.

  2. Delta Airlines: DL 283 (Detroit→Shanghai) is approved by the Consulate General in Chicago, and DL 287 (Seattle→Shanghai) is approved by the Consulate General in San Francisco.

  3. United Airlines: UA 857 (San Francisco→Shanghai) is approved by the Consulate General in San Francisco.

  4. Air China: CA 988 (Los Angeles→Beijing/Tianjin), CA 770 (Los Angeles→Shenzhen) are approved by the Consulate General in Los Angeles.

  5. China Southern Airlines: CZ 328 (Los Angeles→Guangzhou) is approved by the Consulate General in Los Angeles.

  6. Xiamen Airlines: MF 830 (Los Angeles→Xiamen) is approved by the Consulate General in Los Angeles.

  7. Eastern Airlines: MU 588 (New York→Shanghai) is approved by the Consulate General in New York.

  Note: The flights listed above may have "technical stops", but this does not affect their status as "direct flights".

2. Go to a designated institution for testing

  (1) [Designated Institution] Dallas Designated Sampling and Testing Institution: Ayass Bioscience, Realtime Laboratories

  The test results of institutions not designated by the embassy will not be recognized by the embassy and airlines.

Similarly, to apply for a health code from other consulates in the United States, please refer to the notice issued by the consulate, and go to the designated institution for sampling and testing.

  (2) [voluntary choice] The above institutions are determined by the embassy in the United States based on the quality of the previous testing, after communication and the other party's commitment to sampling and testing as required.

Relevant institutions operate in accordance with local regulations and have no economic relationship with the embassy in the United States, and their charges have nothing to do with the embassy in the United States. However, the embassy in the United States has urged them to charge reasonable fees with reference to industry standards.

Please choose by yourself after understanding the charging standards, payment methods, timeliness of issuing certificates, word of mouth, and whether you can use insurance.

  The embassy in the United States will make dynamic adjustments to the list of designated institutions based on the quality of testing, especially the confirmed cases after entry, and the level of service. Please pay attention to follow-up.

3. Testing requirements

  1. 2 nucleic acid tests at two different designated testing institutions in Dallas within 48 hours before boarding, the second of which must be completed within 24 hours before boarding.

If the flight to China takes off on June 10, the sampling time for the first test can be June 8 and 9 (any time), and the sampling time for the second test can only be June 9 (any time). And must choose a different testing agency from the first one.

  2. Antigen testing within 12 hours before boarding must be completed at a designated testing institution in Dallas after 14:00 the day before departure.

If the flight to China takes off on June 10, the sampling time must be after 14:00 on June 9.

4. A detailed description of the above requirements

  (1) 【Type of detection】

  Nucleic acid detection: It must be sampled by "nasopharyngeal swab/Nasopharyngeal Swab" or "pharyngeal swab/Pharyngeal Swab" and detected by RT-PCR.

  (2) [Consent Form] The written consent form provided by the laboratory must be signed during the test, agreeing that the laboratory will provide the embassy in the United States with relevant information such as personal information, test situation and test results after the test.

If you do not sign, the health code application will not be approved.

  (3) [Whether it is mandatory for passengers to be vaccinated]

  Currently, it is not mandatory for passengers applying for a health code to be vaccinated, but it is strongly recommended that all eligible groups be vaccinated.

5. Apply for a health code

  (1)【Materials Required】

  Please prepare scans or screenshots of the following materials in advance:

  1. Provide the test results of "Double Nucleic Acids" in accordance with "III. Testing Requirements" of this notice;

  2. Vaccination personnel should also provide a completed "Vaccination Statement" (see attachment), vaccination certificate (such as CDC vaccination card), etc.;

  3. Persons with past medical history, close contacts, and persons with suspected symptoms are also required to provide additional nucleic acid reports and other supplementary materials as required below;

  4. Air ticket or itinerary for direct flight from China to China;

  5. Valid travel documents (such as passports, travel documents, etc.) and legal residence certificates in the United States (such as visas, "green cards", I-20 forms, etc.), if not Chinese citizens, upload passports and valid visas to China;

  6. Please do not upload on-site photos and other non-essential materials, so as not to affect the review speed.

  (2) 【Application Channel】

  1. Chinese citizens (including those who hold Chinese passports, travel documents, "Return Permits" and "Taiwan Compatriots Permits"): Search for "International Edition of Epidemic Prevention Health Code" through WeChat, enter the WeChat Mini Program of International Edition of Epidemic Prevention Health Code, fill in the form and submit And apply for a health code.

  2. Non-Chinese citizens: Please click https://hrhk.cs.mfa.gov.cn/H5/ to enter through the QR code webpage of the declaration of health status of foreigners.

  (3) [Fill in the application information accurately]

  The information you fill in will be used for review and will be reflected in the health code. Please fill in truthfully and accurately.

  1. In all aspects of the declaration, ensure that the name, date of birth and certificate number are consistent with the certificates held and are accurate.

  2. The certificate number will be directly used to retrieve the test results provided by the testing agency. If it is incorrect, it will be delayed or rejected.

For passengers who hold multiple entry documents, the document used for ticket purchase shall prevail.

If the documents are inconsistent during the process, the pictures of the two documents must be uploaded at the same time for verification.

  3. Please truthfully fill in the phone number in the United States and China, and ensure smooth communication.

6. Verification and approval

  (1) [Full verification] Before issuing the health code, the embassy in the United States will fully verify the sampling, testing situation, test results, and the authenticity of the test certificate with the designated institution, and if necessary, require the parties to go to the designated institution for re-sampling and testing. Or require the parties to contact the certificate issuing unit for verification and confirmation.

  (2) [Review time] It depends on the submission time and total amount, and the review time may vary in speed.

After submitting the application, please be patient and check the results online by yourself, no need to contact for inquiries.

  (3) [Blue Code, Green Code] According to domestic requirements, passengers who submit all pre-departure test results to the embassy or consulate for review, if they are qualified, can get a "green code", and can board the plane with the "green code"; Passengers who have submitted their previous test results to the embassy and consulate for review, if they are qualified, can get a "blue code", and can board the plane with the "blue code" and the original report of the remaining test results.

Specifically for the United States, the antigen test within 12 hours before departure is very close to boarding, and it is inconvenient for passengers to include the test results in the health code and submit it to the embassy and consulate for review. Therefore, the embassy and consulate in the United States will adopt the "blue code" plan .

Passengers board the plane with the "blue code + original report of antigen test within 12 hours".

  (4) [Validity period] The validity period of the health code is calculated based on the earlier sampling date in the test done within 48 hours before boarding + 2 days.

7. Check-in

  (1) [Check Health Code] The airline will check the health code at the check-in site.

All passengers going to China must open and log in to the applet or webpage at the check-in site to display the health code. Screenshots, printed versions and other forms of display of the health code are not accepted.

Anyone with "Blue Code + Original Antigen Test Report within 12 Hours" or "Green Code" can board the plane.

  (2) [Check the original report of antigen test results] Passengers holding "Blue Code + Original Report of Antigen Test within 12 hours", at present, both paper and electronic versions of the antigen test report are acceptable, and the result is negative before boarding .

  Those with positive results of the rapid antigen test on the day of boarding should take a nucleic acid test as soon as possible.

If the nucleic acid test result is positive, it is regarded as a person with a past medical history, and please conduct additional testing and monitoring according to the requirements of the "8. Persons with Past Medical History" section.

If the nucleic acid test result is negative, it is regarded as a close contact, and please conduct additional testing and monitoring as required in the "IX. Close Contacts" section.

  The aforementioned designated testing institutions have provided report samples to embassies and airlines, and the embassies can also obtain antigen test results.

Passengers are advised not to take risks and cheat.

  (3) [Additional requirements of the airline] The airline may take other additional epidemic prevention measures according to regulations, including but not limited to temperature measurement, inspection of the original nucleic acid test report, etc.

  (4) [Scope of use of the international version of the health code] The international version of the health code issued by the embassy and consulate in the United States can only be used when checking in for an international flight departing from the United States.

For customs inspection and quarantine, isolation observation, health code and other measures at the place of entry, please consult the corresponding competent authority.

8. Persons with past medical history

  (1) [Judgment of personnel with past medical history]

  1. Make it clear that those who have been ill are those with past medical history.

  2. A positive nucleic acid test will also be regarded as a person with a past medical history.

  (2) [Additional testing requirements for personnel with past medical history]

  1. Identify the sick person, starting from the date of diagnosis.

If the nucleic acid test result is positive and is regarded as a person with a past medical history, the date of the positive report shall be the starting date.

  2. After the starting date, (1) two more nucleic acid tests are required (you can choose any well-qualified laboratory in the United States), and the sampling interval is more than 24 hours; (2) after the second nucleic acid test, 6 weeks of isolation and Health monitoring.

Those who have suspected symptoms such as fever, cough, and diarrhea during the quarantine period should conduct a new nucleic acid test in time. If it is negative, the 6-week quarantine and health monitoring should be recalculated. If it is positive, it should be treated in time.

When applying for a health code again, start the calculation again based on the date of diagnosis, and complete steps (1) (2) (3) above.

Once quarantine and health monitoring are over, plan your trip.

  3. After completing the above process, take the corresponding test within 48 hours before boarding according to "3. Testing requirements" in this notice. If the test is still positive, you need to complete the above steps again, and the health code cannot be obtained.

  4. When applying for the health code, submit the additional nucleic acid test report mentioned above, the routine test report before boarding, and other materials such as passport and air ticket.

  5. The embassy in the United States will comprehensively judge whether to review and issue the health code based on the test results, the number of days and results of isolation and health monitoring, whether or not to be vaccinated, and the information obtained from other channels.

9. Close contacts

  (1) [Determination of close contacts]

  Suspected cases and confirmed cases began 2 days before the onset of symptoms, or 2 days before the asymptomatic infection samples, who had close contact with them but did not take effective protection, or had a positive antigen test result within 12 hours before the trip. Close contacts.

For example, family members, colleagues and classmates of confirmed cases or asymptomatic infected persons (subject to positive nucleic acid test results) are all treated as close contacts.

  (2) 【Special requirements for close contacts】

  The embassy in the United States does not issue health codes for close contacts.

Close contacts must undergo 14-day isolation and health monitoring from the date of close contact. Nucleic acid tests are carried out on the 1st, 4th, and 7th days of the monitoring period. If the results are all negative, the itinerary can be planned.

After completing the above isolation and health monitoring, the corresponding test within 48 hours before boarding should be carried out according to "III. Test requirements" in this notice.

When applying for a health code, the results of additional nucleic acid tests during the monitoring period should be submitted along with the test results before departure.

10. Persons with suspected symptoms

  (1) [Determination of Persons with Suspected Symptoms]

  The following conditions are considered as suspected symptoms: 1. Those who have reported suspected symptoms such as fever, cough, and diarrhea in the past 14 days; 2. Those who have been refused boarding by the airline due to high body temperature and suspected symptoms.

  (2) [Special requirements for persons with suspected symptoms]

  The embassy in the United States does not issue health codes for suspected cases.

Persons with suspected cases must undergo 14-day isolation and health monitoring from the date of determination. Nucleic acid tests are carried out on the 1st, 4th, and 7th days of the monitoring period. If the results are all negative, the itinerary can be planned.

After completing the above isolation and health monitoring, the corresponding test within 48 hours before boarding should be carried out according to "III. Test requirements" in this notice.

When applying for a health code, the results of additional nucleic acid tests during the monitoring period should be submitted along with the test results before departure.

11. Transit issues

  (1) Those who go to China from the United States must take direct flights.

The embassy in the United States does not review and issue health codes for those who travel to China from the United States through a third country (region).

  (2) Persons from third countries who have direct flights to China in their home country should not go to China through the consular area of ​​the embassy in the United States. The embassy in the United States will not issue health codes for such personnel.

  (3) Persons from third countries who have no direct flights to China in their home country are advised to carefully consider travel risks and decide whether to go to China carefully.

If there is an urgent or necessary reason to go to China through the consular area of ​​the embassy in the United States, regardless of the mode of transportation to the consular area of ​​the embassy in the United States, you must:

  1. Conduct pre-trip testing in the country of origin, and apply for a valid health code according to the requirements of the Chinese embassy and consulate in the local area.

  2. According to the "3. Testing requirements" in this notice, conduct pre-trip testing in Dallas, and apply for a health code from the embassy in the United States.

The embassy in the United States will check the origin health code review and issuance records one by one. If there is no origin health code, it will not be approved.

12. Frequently Asked Questions

  (1) When to test?

  For example, if the check-in date for your flight departing from the United States is on June 10, local time, you must do two nucleic acid tests. The first sampling time can be on June 8 and 9 (any time), and the second sampling time can only be On June 9 (any time), different designated testing institutions must be selected for the two nucleic acid tests.

Antigen tests must be sampled after 14:00 on June 9.

  (2) When uploading in the applet, how to fill in the "test sampling date"?

  Please fill in the sampling date of the earlier item of the test results within 48 hours before boarding. If the sampling date of nucleic acid test within 48 hours before boarding is different, the earlier date will be used to calculate the validity period.

The negative test certificate may have multiple dates such as sampling, testing, certificate issuance, and printing.

When applying, you need to fill in the date of collection.

  (3) Do infants and young children need to be tested?

  Infants under the age of 3 who take direct flights from the United States to China do not need to be tested and do not need to apply for a health code.

  (4) When will the test certificate be submitted online?

  The validity period of the health code is related to the sampling date on the test certificate, not the upload time.

If part of the test certificate needs to be verified by the testing agency, the review time will be extended accordingly.

Due to the heavy workload of review, please be patient after uploading.

The embassy in the United States is reviewing the health code on weekends, holidays, and nights, but after all, manpower is limited. If you continue to answer the inquiries, it will affect the overall review progress.

  (5) Is "green code" better than "blue code"?

  According to the current requirements, and taking into account the actual situation such as the flight time of the United States and the working hours of testing institutions, the embassy in the United States will only issue "blue codes" in principle.

Passengers must carry the "blue code + original antigen test report within 12 hours" to board the plane.

  (6) How to carry out the "re-declaration" operation when a new test certificate needs to be uploaded?

After choosing to re-apply, the system will automatically cancel the application that has been submitted for review and cancel the "HS" green code that has been obtained.

After completing the re-declaration, the embassy and consulate will review your latest application status. The review sequence is automatically generated by the system. "Re-declaration" without justifiable reasons will affect the review progress. Please operate with caution.

  (7) After applying for the health code from the embassy in the United States, is it "one code pass" after returning to China?

  The health code issued by the embassy in the United States is not an entry permit and cannot be used as a domestic health code.

After returning to China, please check with the relevant domestic authorities in time for the requirements of the health code.

13. Important reminder

  (1) There are huge differences between China and the United States in epidemic prevention policies. The epidemic situation in the United States is serious. In addition, the "inconclusive" test result does not mean an invalid test, but means that the problem has been detected, but it is not enough to be marked as positive according to US regulations.
