Apart from Russia, the parliaments of Germany, Denmark, Iceland, Latvia, Lithuania, Norway, Poland, Finland, Sweden and Estonia are permanent participants of the conference.

The report notes that Russia today "does not have a dialogue with members of the parliaments of most of these states, either in the format of this organization or through inter-parliamentary channels."

“The responsibility for breaking parliamentary ties lies with those who undermine the basic principles of the Conference and use it to attack Russia,” Volodin said.

In April, Volodin announced that the State Duma Council had decided to create deputy groups for relations with the parliaments of the Donetsk and Lugansk people's republics.
