Puque Village, Hezhang County, Bijie City, Guizhou Province, is located in the upper reaches of the Wujiang River, with an altitude of more than 2,300 meters, surrounded by mountains, and 10,000 acres of green forests and seas.

At the end of April, the Forestry Bureau of Bijie City issued a forestry carbon ticket to Puque Village.

"With this forestry carbon ticket, the air purified by the ten thousand acres of forests in our village will become a circulating asset in the future, and the people will have another way to increase their income." said Wen Junfu, secretary of the party branch of Puque Village.

More than 30 years ago, due to the harsh ecological environment in the karst mountainous area, the local area fell into the dilemma of "more and more wasteland and more wasteland", and the forest coverage rate was less than 5%.

Since 1987, afforestation has been carried out in Puque Village on a large scale. The former "Monk Slope" has now become a sea of 10,000 mu of forest, and the forest coverage rate of the whole village has reached 77%.

The forestry carbon ticket is the certificate of the right to benefit from the carbon emission reduction of forest land. It is the "identity card" of the forest carbon sequestration increment as an asset transaction. It can be used as a loan pledge to participate in carbon ticket storage, trading, financing, etc.

This forestry carbon ticket of Puque Village involves an area of 7,346.5 mu of forest land, and the carbon emission reduction calculated and monitored from 2016 to 2020 is 34,627.7 tons.

Based on the low average unit price of 30 yuan/ton for carbon sink transactions in recent years, this carbon ticket is expected to achieve a carbon transaction value of about 1.04 million yuan.

The ecological governance of Puque Village is a microcosm of ecological restoration in the Wujiang River Basin.

The Wujiang River is the mother river of Guizhou and the largest tributary on the south bank of the upper reaches of the Yangtze River.

The Wujiang River Basin carries more than half of the population and economic output of Guizhou Province.

A few years ago, due to the fragile ecology and prominent environmental problems, the Wujiang River once sounded the ecological alarm.

Since the 18th National Congress of the Communist Party of China, Guizhou has made unprecedented efforts to develop ecological civilization and promote the ecological restoration of the Wujiang River Basin.

The Wujiang River Basin has a phosphorus chemical production base rich in phosphate rock resources.

The pollution control of the Wujiang River is difficult to control phosphorus.

"The water in the river suddenly turned white, and it was greasy to the touch." People in Wujiang Town, Bozhou District, Zunyi City once told reporters that when the pollution was serious, the entire river surface in Wujiang Town was dyed "rice soup color" by sewage.

The survey found that the pollution originated from a karst spring called No. 34 Spring in Wujiang Town. The total phosphorus and fluoride near the spring exceeded the standard hundreds of times, and all the sections in Zunyi downstream of the spring were of inferior water quality.

The source of pollution is the phosphogypsum produced by the Guizhou Phosphate Group, which is 16 kilometers away from the spring. The phosphorus-containing sewage produced by the phosphogypsum leaks into the ground, and flows out from the No. 34 spring through the groundwater system and flows into the Wujiang River.

As the first batch of national ecological civilization pilot zones, Guizhou has overcome difficulties by means of "iron-fist pollution control". The pollution control of No. 34 spring is listed as the "No. 1 Project" for environmental pollution control in Guizhou Province.

Wang Mei, the environmental protection director of the Safety and Environmental Protection Department of Guizhou Phosphate Group, said that in order to solve the pollution problem, the company has built a third-phase sewage treatment facility at the water outlet of the spring. To meet the emission standards, the company has invested 1.1 billion yuan in environmental protection treatment costs.

In order to solve the problem of total phosphorus exceeding the standard in the Wujiang River, Guizhou adheres to the management idea of "treating both the symptoms and root causes, giving priority to the source, and covering the bottom at the end", and highlights rigid measures in the "three phosphorus" remediation of phosphate rock, phosphorus chemical industry, and phosphogypsum reservoirs, and implements a package of pollution prevention and control measures. , and fundamentally solve the problem of phosphorus pollution in the Wujiang River.

According to data released by the Department of Ecology and Environment of Guizhou Province, in 2021, the water quality of the main stream of the Wujiang River will reach the Class II standard, and the water quality of the watershed will be "excellent" overall, and the excellent and good rate of 45 state-controlled water quality monitoring sections will reach 100%.

The delightful changes don't stop there.

The Wujiang River has been an important shipping route for Guizhou Unicom since ancient times. After 2003, due to the construction of multiple cascade hydropower stations and the lack of simultaneous construction of navigation facilities, the Wujiang River's "connecting the river to the sea" waterway was blocked.

In order to create a "golden waterway", Guizhou has incorporated the construction of the Wujiang waterway into the overall deployment of transportation construction.

The navigation project supporting the Goupitan Hydropower Station, which will be put into trial operation in June 2021, is regarded as the key to connecting the river and the sea in Guizhou.

Goupitan navigable water head has a height difference of 199 meters. It is operated by a three-stage vertical ship lift. Vessels passing through the Wujiang Goupitan Hydropower Station have to take a "water lift", showing the strangeness of "water hangs in the air, boats go up in the sky". scene.

In recent years, the large ship lifts of Goupitan, Silin and Shatuo power stations have been put into operation one after another, and the Wujiang waterway has been fully connected.

In November 2021, the Kaiyang Port Area of Guiyang Port made its maiden voyage north to the Yangtze River. 14 cargo ships carrying 6,800 tons of phosphate rock departed from the Kaiyang Port Area of Guiyang Port to Fuling, Chongqing.

This marks the large-scale resumption of the "golden waterway" of the Wujiang River, and 500-ton ships can directly reach the Yangtze River.

"We have signed contracts for the transportation of 200,000 tons of cement and 300,000 tons of ore, and the demand for freight is huge." said Shen Bo, head of Zunyi Yuqing County Linghang Shipping Co., Ltd. The company purchased five 500-ton cargo ships last year. , plans to purchase and build 10 new ships to meet the capacity demand.

In Sinan County, in the lower reaches of the Wujiang River, the Sinan Shipyard in Guizhou, which has been in depression for many years, is recovering and it is a busy scene.

Zhang Zhenqiang, the person in charge of the shipyard, told reporters that after the Wujiang River resumed its voyage last year, the shipyard received a batch of passenger ships and 500-ton cargo ships from Wujiang Shipping Company.

"The comprehensive recovery of water transportation in Guizhou will be promising." Han Jianbo, deputy director of the Department of Transportation of Guizhou Province, said that the opening of the "golden waterway" of the Wujiang River has not only opened up a new channel for "shipping goods from Guizhou", but also stimulated the development of the ship equipment manufacturing industry. Drive the prosperity of the industry and provide new employment opportunities for the people along the coast.
