Former Vice-Chairman Yang is a relative married to Kim Shin-suk, a cousin of President Kim Il-sung, and, together with Hwang Jang-yeop, led the systematization of the Juche idea.



In the mid-1980s, he was also involved in the field of South Korea, including serving as the vice chairman of the Committee for Peace and Reunification of the Fatherland, and served as the permanent chairman of the Supreme People's Assembly Kim Yong-nam during the inter-Korean summit held in Pyongyang in June 2000, and also attended a meeting with President Kim Dae-jung.



In particular, in an interview with APTN in Pyongyang on October 8, 2010, he said, "We have the honor of serving comrade Kim Jong-un, a young leader," and he is the first North Korean high-level official to officially confirm the 'Kim Jong-un succession theory'.
