  Li Song pointed out at the meeting that from the perspective of history and reality, the origin of the arms race in outer space lies in the attempt of superpowers to dominate outer space, which is the "Sword of Damocles" that has been hanging in outer space for a long time.

Although it has been 30 years since the end of the Cold War, some countries stick to the Cold War mentality and seek unilateral strategic advantages in outer space, which has had a serious negative impact on global strategic stability and posed a lasting threat to the peace and security of outer space.

Preventing the weaponization and arms race in outer space is an important prerequisite for ensuring peace, tranquility and sustainable use of outer space.

  Regarding the international discussion on "responsible behavior in outer space", Li Song emphasized four principles: First, safeguard common and universal outer space security.

Countries with the greatest space capabilities have a special responsibility for this.

No country should base its own security on the insecurity of other countries, and refrain from engaging in "great power competition", bloc politics and camp confrontation in outer space.

All countries should uphold the concept of building a community with a shared future for mankind, establish a common, comprehensive, cooperative and sustainable global security concept, and respond to threats to outer space security through cooperation.

  The second is to adhere to the fundamental goal of preventing an arms race in outer space.

Whether to support the negotiation of a new outer space control treaty is the touchstone for measuring whether a country is responsible for its outer space behavior.

  The third is to handle the relationship between outer space security and peaceful use in a balanced way, to ensure that all countries enjoy equal rights to the peaceful use of outer space, and especially to pay attention to the interests of developing countries and emerging space-faring countries; to abandon ideological prejudice, double standards and unilateral sanctions, and to avoid abuse” security threats” and other pretexts to hinder the peaceful use of outer space by other countries.

  Fourth, adhere to multilateralism and comprehensive and coordinated response, support the United Nations in playing the main platform role in the international governance of outer space, ensure the extensive participation, fairness, comprehensiveness and inclusiveness of the international rule-making process in outer space, and avoid imposing the will of a few countries on people.

  Li Song said that China has noticed that the United States recently announced that it will no longer conduct "destructive helicopter anti-satellite missile tests". In this regard, China welcomes all arms control initiatives that are truly conducive to the realization of the goal of preventing an arms race in outer space, but opposes any use of military forces under the guise of The practice of expanding unilateral military superiority in the name of control.

The US initiative does not mention the research and development, production, deployment and use of weapons, let alone other activities that threaten or disrupt the normal operation of satellites.

  Li Song also pointed out that the draft Treaty on the Prevention of the Placement of Weapons in Outer Space, the Use or Threat of Use of Force on Outer Space Objects jointly advocated by China and Russia proposes concise and effective solutions for outer space security, including the solution to the "helicopter anti-satellite" China calls on relevant countries to stop using various reasons to obstruct the negotiation of the Outer Space Control Treaty and join the negotiation process in a responsible manner.
