In March, the government commissioned MSB to submit proposals for measures to strengthen Sweden's civil defense.

The authority has now responded with more than 700 proposals on how this should be done.

About 70 authorities have contributed to the list.

Great focus is on strengthening society at the local level before a coming crisis.

The authority wants, among other things:

  • That greater resources are given to the regions and municipalities in the areas of civil protection, energy supply, transport infrastructure, healthcare, schools and care.

  • Strengthen information and cyber security for critical infrastructure for better protection against sabotage, espionage and terrorist offenses.

  • See investments in fuel supply and in electricity generation facilities.

    This is to create a robust supply of district heating, district cooling, biogas and fuel in municipal operations.

No plan for rationing

MSB also asks the government to decide as soon as possible to activate the civil duty in all its parts.

This with the aim of ensuring that trained personnel are available to strengthen, for example, the rescue service in a crisis or during wartime.

The authority also calls on the government to give one or more authorities the task of planning for a possible rationing, something that does not happen today.

They also want to see an analysis of which authorities' tasks can not be taken over by another authority.

"Significant sums"

According to Annika Elmgart, head of MSB's department for crisis preparedness and civil defense, it is central that the local functions as it should in a crisis.

- There must now be robust financing at the local level that has not existed, she says.

How long do you think it will take to implement the measures?

- It obviously depends on how much money is contributed.
