In response to a question for "Emirates Today", Cruz explained that the committees formed within the authority will deal with inquiries and complaints submitted by citizens, residents and visitors to the state, stressing that the authority will deal primarily with facts, to respond to the media coverage of the so-called attacks on the state in the field of human rights. Its main task is to strengthen the human rights record within the state, by working with partners in civil society, and the available information and facts.

He said that what concerns us at the present time is the arrangement that the UAE will achieve in the field of human rights, adding: "We seek to achieve leadership in this field, but the work to achieve this goal is long, and it requires cooperation and various partnerships. We can confirm that the best will be achieved."

Cruz pointed out that since the first moment of the inauguration of the authority, it has received support and welcome from various parties, but what matters in this regard are the outputs on the basis of which the performance of the authority will be evaluated at a later stage, which includes what the authority can actually provide, and the type of services that can be provided. To put it forward, and the qualitative difference, especially as the commission seeks to promote human rights efforts in all fields within the UAE.

During the third media briefing of the National Human Rights Authority, which was held yesterday at the headquarters of the Dubai Press Club, Cruz stated that the authority is independent and has a legal personality, established under Federal Law No. 22 of 2021, which was issued by a decision of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State According to the Paris Principles.

On cooperation with community institutions in the next stage, he said: “The authority is concerned with working and partnering with all partners in society, including the public and private sectors, the various communities in the country, institutions and civil associations, as all of these parties are considered partners, given that the file of rights Human means everyone, citizen, resident or visitor.

He added that the law under which the authority was established, clarified that its monitoring role is for the human rights record in the country, and it is concerned with issuing an annual report, which is delivered to His Highness, the President of the State, and a copy of it to the Council of Ministers, and another to the Federal National Council, on the state of human rights in the country. And presenting recommendations and proposals on ways to strengthen the human rights record, noting that the commission is following a specific methodology, given that the file is of a high degree of importance and sensitivity, and therefore scientific tools must be available based on facts, observations and field visits, which will be performed by the commission’s six permanent committees.

He continued, "The commission will have a coordinating role with the government, given that the human rights file concerns everyone and requires cooperation from all parties."

Cruz stressed that the next stage will witness the launch of qualitative initiatives and interactive services aimed primarily at developing the work of the authority. Its objectives have been completed in accelerating the pace of completion of the organizational and administrative aspects necessary to establish an integrated institutional framework for the overall work of the Authority.

During his speech, he also addressed the outcomes of the fourth meeting of the Board of Trustees, which was held last April, in the presence of a number of officials and representatives of local and international media.

The head of the National Human Rights Commission invited the relevant specialists to join the commission's distinguished work team, in a way that ensures equal representation of all segments of society, and in a manner that serves to achieve its strategic objectives to the fullest.

Cruz said: "What has been accomplished during the "100 days" period for the foundational and organizational work;

It serves as laying the foundation stone for a sustainable roadmap to enhance the rights of individuals and societies in the United Arab Emirates, as we have worked throughout the past period and around the clock to develop the capabilities and mechanisms to accelerate the pace of achievement of the organizational and administrative aspects necessary to achieve the institutional readiness of the National Human Rights Authority.

He pointed out that many organizational and foundational achievements were achieved during that period that witnessed the nomination of five government representatives to participate in the meetings of the Board of Trustees without the right to vote, in line with the decision of His Highness the President of the State No. (22) of 2021 regarding representatives of government agencies in the meetings of the Board of Trustees, The five entities included: the Ministry of Foreign Affairs and International Cooperation, the Ministry of Justice, the Ministry of Interior, the Ministry of Human Resources and Emiratisation and the Ministry of Community Development.
