A message on the Kremlin website says that Putin has sent congratulatory telegrams to the leaders and citizens of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, and Uzbekistan.
Congratulations were also sent to the leaders and peoples of Abkhazia and South Ossetia.
In addition, Putin congratulated Ukrainian citizens, including veterans of the Great Patriotic War.
In his congratulations to the heads of the DPR and LPR, Putin expressed confidence that, "as in 1945, victory will be ours."
