The treaty requires parties to stipulate copyright limitations and exceptions to ensure the equal rights of persons with print disabilities to enjoy works and receive education. It is the only human rights treaty in the field of copyright in the world so far.

  In the field of copyright, China has always attached great importance to protecting the rights of people with visual disabilities and other reading disabilities to enjoy works and receive education on an equal footing.

The Copyright Law, which came into effect on June 1, 1991, stipulates that if a published work is changed into Braille and published, it can be published without the permission of the copyright owner and without payment to the copyright owner.

On June 28, 2013, China signed the Marrakesh Treaty, becoming one of the first signatories.
