President-elect Yoon Seok-yeol announced today (the 5th) the first appointment of the secretary-level secretary of the presidential office.

However, there is a controversy over the appointment of a lawyer who was a former prosecutor who was disciplined for being involved in a spy manipulation case in Seoul in the past as secretary for public service discipline.

The number of secretary-level appointments announced today is 19, including six secretaries under the chief economics office, two secretaries under the chief political affairs office, four secretaries under the policy coordination and planning office, and seven secretaries directly under the chief of staff.



First, the Office for Policy Coordination and Planning, which was established with the purpose of managing schedules and messages suitable for short- and medium-term policy tasks, was led by Jang Seong-min, who served as the head of the Office of National Affairs at the Blue House, and was led by the elected special adviser for political affairs.



Former Blue House senior administrative officer Han Oh-seop was appointed as the head of the National Affairs Office directly under the Chief of Staff.



All the secretaries of the Chief Economics Office were selected from incumbent heads of departments.



A person from the prosecutor's office who has a relationship with President-elect Yoon Seok-yeol is also notable.



Former Chief Prosecutor Yoon Jae-soon, who was a close aide to the president-elect Yoon during his time as prosecutor-general, was appointed as secretary for general affairs, and Jin-woo Joo, who investigated the blacklist case at the Ministry of Environment at the time of the Seoul Eastern District Prosecutors'



Yoon-elect Yoon and Lee Si-won, a lawyer who worked at the Daegu High Prosecutors' Office, were appointed as secretary for public service discipline, and there is a controversy over the history of being punished for being involved in the spy manipulation case of Yoo Woo-seong, a Seoul civil servant.



In 2013, this nominee was arrested and charged with violating the National Security Act as a public security prosecutor at the Seoul Central District Prosecutors' Office.



However, in Yoo's trial, suspicions arose that the NIS had manipulated evidence, and the Ministry of Justice imposed a one-month suspension on the nominee for not properly verifying the NIS's forged documents.



The Democratic Party criticized it, saying, "It is absurd to straighten out the discipline of public office through a person who condoned and sympathized with the manipulation of the NIS, which turned a good citizen into a spy."



An official from Yoon's side explained, "We considered that this nominee has experience in related work within the prosecution and that the disciplinary action was taken eight years ago."
