At the moment, the amount of income tax is paid to the budgets of the country's subjects, where there are the most jobs and the main part of the production base.

But at the same time, the level of salaries in the regions is very different.

“For a fair distribution of income tax, the Ministry of Finance proposes to distribute it based on the number of employees and the value of fixed assets, excluding the possibility of using the indicator of the wage fund,” the RBC department said.

Another principle was also considered between branches in the regions, assuming to proceed from the volume of manufactured products, but this initiative was not supported.

In March, Russian President Vladimir Putin signed a law that provides tax incentives to make Russia's Special Administrative Regions (SARs) more attractive.

The government has also developed another package of proposals to support the economy in the face of external pressure.
