Benefits for children aged 8 to 17

In May, low-income Russians will begin receiving payments for children aged eight to 16, inclusive.

Early acceptance of applications for these benefits opened on April 26 at the State Services, and from May 1, documents will be sent to the Pension Fund of Russia.

Funds will be paid for the period from April 1, 2022.

The allowance is assigned if the average per capita income of the family does not exceed the subsistence level in the constituent entity of the Russian Federation.

Depending on family income, the amount of the payment can range from 50 to 100% of the regional subsistence minimum for children (on average, from 6,000 to 12,000 rubles a month).

When assigning a payment, income and property are taken into account.

Prohibition on writing off social payments for debts

From May 1, lump-sum payments and periodic social benefits cannot be debited from bank accounts to repay a loan without the written permission of a citizen.

Moreover, if a person first gave his consent, and then changed his mind about giving the payment on account of the debt, he will be able to return the money within 14 days.

A complete list of social funds that cannot be written off is listed in Article 101 of the Law on Enforcement Proceedings.

Among them are amounts of money paid in compensation for harm caused to health, or in connection with the death of the breadwinner, alimony, materiel funds and others.

Transactions in the fast payment system

From May 1, the maximum amount of one transaction in the fast payment system (FPS) has been increased to 1 million rubles.

Previously, it was 600 thousand rubles.

As explained in the Central Bank, the decision will allow Russians to make transfers and pay for purchases through the SBP for larger amounts.

In addition, the business will be able to more actively offer customers payment through this system: when using the SBP, a bank card is not required, since payments go directly to the accounts.

Maternal capital for single fathers

From May 1, fathers who are raising children alone will have more reasons to receive maternity capital.

Previously, men could receive a payment if the right to a certificate passed to them after the death of their mother, a Russian citizen.

Now this rule also applies to cases where the deceased was a foreigner.

Children must have Russian citizenship.

In addition, the law establishes the possibility of transferring the right to mother capital to a child or children if the father who raised them alone died, was deprived of parental rights, or committed an intentional crime against his child.

Punishment for identifying the actions of the USSR and Nazi Germany

We add that a number of legislative norms came into force on April 27.

In particular, a law came into force that protects the rights of adolescents receiving disability and survivor's pensions.

Now, when they are employed in the direction of the employment center, they will retain social surcharges.

Previously, in such cases, the allocation of additional funds was not provided.

The norm also applies to young people studying full-time in basic educational programs, up to the age of 23.

Also in Russia, a law began to work that provides for punishment for publicly identifying the role of the Soviet Union and Nazi Germany during World War II.

For such actions, a fine of up to 2,000 rubles or an administrative arrest of up to 15 days is provided for citizens, a fine of up to 4,000 rubles for officials, and up to 50,000 rubles for legal entities.

In case of repeated violation, the punishment will increase.
