The 24 places are: Tianjin, Hebei, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Chongqing, Sichuan, Yunnan, Qinghai, Xinjiang and other provinces (autonomous regions and municipalities), as well as the Xinjiang Production and Construction Corps.

In areas where the pass is enabled, the local development and reform, industry and informatization, public security, transportation, commerce, agriculture and rural departments and other departments will issue them to the applicants by industry and field.
