The unrestricted discussion (filibuster) of the National Assembly plenary session on the amendment to the Criminal Procedure Act, the second bill of the so-called 'complete inspection' legislation, completely deprived of the prosecution's investigative authority, ended automatically with the end of the extraordinary session of the National Assembly at 0:00 on the 1st.



The first bill, the amendment to the Prosecutor's Office Act, was passed at the plenary session prior to discussion.



The amendment to the Criminal Code is also expected to enter a vote on the 3rd of Moraine.



At the plenary session held at around 4:20 pm yesterday, the People's Power went to the 'second filibuster' when the Democratic Party of Korea effectively dealt with the Prosecutor's Office Act independently and proposed amendments to the Criminal Procedure Act.



People's Strength Rep. Kim Hyung-dong, who started speaking at around 5 pm, discussed the passing of the Prosecutor's Office Act for 2 hours and 39 minutes, saying, "Today will be remembered as a day to disobey the Moon Jae-in administration's presidential election and to destroy democracy."



Democratic Party lawmaker Ki-sang Choi, who appeared as the second panelist, spoke for one hour and three minutes as a discussion in favor of the amendment bill, saying, "The separation of the prosecution's investigative and prosecuting powers will be a monumental thing that will allow our people to live in a more free air."



Next, lawmakers from the ruling and opposition parties, including People's Power Rep. Kim Mi-ae (2 hours 48 minutes) and Democratic Party Rep. Lim Ho-seon (22 minutes), continued to debate the pros and cons alternately.



However, as the Democratic Party passed a bill to shorten the session of the extraordinary National Assembly to the same day according to the 'split session' strategy, the discussion ended in about 7 hours.



At midnight, National Assembly Speaker Park Byeong-seok declared an open meeting to Rep. Lim, who was in discussion, saying, "Please stop the discussion. The special meeting has ended in accordance with the National Assembly Act, so no more meetings can be held."



When the session ends during the filibuster, the amendment to the Criminal Procedure Act is expected to be processed at the plenary session on the 3rd of the following day, in accordance with the provisions of the National Assembly Act, which stipulates that the unrestricted debate has been declared and that the agenda must be voted on without delay in the next session.



Chairman Park announced that he would convene an extraordinary session of the National Assembly at 10 am on the 3rd.



At the last cabinet meeting of the Moon Jae-in administration to be held on the same day, it seems to have bolstered the Democratic Party's strategy to promulgate both the Prosecutor's Office Act and the Criminal Procedure Act.
