UN Secretary-General Antonio Guterres, who met with Putin, visited the Ukrainian capital of Kiiu.



"War is evil," Guterres visited civilian facilities destroyed by Russian attacks.

Guterres then had a meeting with Ukrainian President Zelensky and criticized "the UN Security Council has failed to prevent war."



About an hour after their meeting, Russia bombed the Ukrainian capital Kiiu again.



U.S. President Joe Biden has asked Congress for a budget of $33 billion, or 42 trillion won, to help Ukraine.



He said he would strengthen cooperation with the international community, including South Korea, to support Europe's energy crisis, where Russia has cut gas supplies.

President Biden also asked for a bill to freeze and confiscate the property of Russia's up-and-coming oligarch, a close associate of Putin.



President Biden announced the establishment of an Internet order in response to digital dictatorship with more than 60 countries, including Europe, Japan, Australia and Taiwan, but South Korea was omitted.
