The Chinese Embassy in Sri Lanka once again reminded the compatriots in Sri Lanka to carefully consider the risk of infection in long-distance travel, and insist on "no travel unless it is necessary or urgent."

In order to maintain the health and safety of passengers going to China, reduce the cross-border spread of the epidemic, and ensure smooth flight operations, the embassy's remote prevention and control measures are updated as follows. Please read them carefully and strictly follow them.

1. About the isolation and closed-loop management before boarding

  (1) Project personnel of Chinese-funded enterprises (including central enterprises, state-owned enterprises, and private enterprises) shall not be quarantined in the dormitory of the project department before returning to China, and must be quarantined in a special isolation place for at least 21 days until boarding the plane. For example, multiple enterprises jointly choose a quarantine hotel or Separate isolation points and centralized isolation, or arrange single-family housing separately by enterprises.

If the employees of the enterprise rent an apartment alone or the family members who live with them also return to China, they can adopt the form of home isolation.

  (2) In view of the current situation in Sri Lanka and the number of flights, the embassy will not issue health codes to the crew members who disembark in Sri Lanka after the announcement of this notice. The crew members who disembarked before this notice can continue to return to China from Sri Lanka (subject to the entry stamp of Sri Lanka).

The crew members disembarking in Sri Lanka must undergo a nucleic acid test before disembarking. After the result is negative, they will be transferred to a hotel that meets the quarantine conditions immediately, and they will be quarantined for at least 14 days before boarding the plane.

When applying for the health code, the crew must submit the quarantine certificate issued by the hotel and the domestic labor dispatch company at the same time (indicate the name of the ship the crew works on and the name of the domestic labor dispatch company).

  (3) Those who come to Sri Lanka temporarily from China and those who are in casual employment must undergo at least 14-day pre-boarding quarantine in an independent residence or hotel that meets the quarantine conditions in Colombo, sign the quarantine commitment letter and sign it with their own hands, and quarantine the personnel in the hotel at the same time. Submit a quarantine certificate issued by the hotel.

In addition, you will need to take your temperature every day during the quarantine period, fill out a self-health monitoring form and sign it.

  Note: Eligibility for isolation means that complete sterilization, single room, independent bathroom facilities and independent air conditioning are completed before check-in.

Delivery/meal staff should wear gloves to keep supplies/meals at the door.

The quarantined person should spray alcohol to disinfect the outer packaging before putting it into the room.

During the isolation period, if you have symptoms such as fever, dry cough, fatigue, sore throat, decreased sense of smell (taste), diarrhea, etc., you should report to the unit and the embassy in time.

  The embassy will conduct a full-coverage inspection of the quarantine situation of the returning people through different forms. For those who fail to implement the above requirements or develop symptoms during the quarantine period, the embassy will refuse to issue a green health code once it is verified.

  All people going to China must report their personal information to the embassy 21 days in advance (or someone else can do so on their behalf). Chinese and Sri Lankan mobile phone numbers, personal WeChat IDs, and detailed addresses of isolation rooms (specific to room numbers).

For those who fail to report truthfully as required, the embassy has the right to refuse to issue a green health code.

2. Requirements for testing and time limit before boarding

  (1) The first nucleic acid test (21 days before boarding for Chinese-funded enterprise personnel and 14 days before boarding for other personnel) was conducted at Lanka Hospital using Chinese equipment and reagents.

The embassy will check with the Lanka Hospital about the testing situation. If the relevant personnel have abnormal nucleic acid tests for the first time, the embassy will notify the abnormal personnel to suspend the arrangement for returning to China.

  (2) The second nucleic acid test shall be conducted at a designated testing institution other than Lanka Hospital on the 3rd day before boarding.

  (3) The third nucleic acid test:

  Persons who have completed the whole process of vaccination: the third nucleic acid test using Chinese equipment and reagents at the Lanka Hospital on the second day before boarding (this nucleic acid test can also be carried out at the same time as the fourth nucleic acid test within 24 hours before boarding, but different reagents are required).

  Those who have not completed the whole course of vaccination: within 24 hours before boarding (within 12 hours before boarding for those who come to Sri Lanka temporarily abroad and scattered employment) use Chinese equipment and reagents in Lanka Hospital for the third (ie the last) nucleic acid test Testing, IgM antibody testing at designated testing institutions within 2 days or 24 hours before boarding.

  (4) The fourth nucleic acid test:

  This nucleic acid test is limited to those who have completed the whole course of vaccination, and should be in a hospital other than Lanka Hospital or at a Lanka Hospital within 24 hours before boarding (for those who come to Sri Lanka temporarily abroad and within 12 hours before boarding). Use a different reagent than the third nucleic acid test.

  (5) A designated testing institution shall conduct a rapid antigen test and obtain a report within 12 hours before boarding.

Persons who undergo nucleic acid testing within 12 hours before boarding are exempt from the test.

  (6) Regarding the sampling time limit: For example, on China Eastern Airlines flight MU232 on May 20, the nucleic acid test sampling time on the 21st day before boarding is April 29, and the nucleic acid test sampling time on the 14th day before boarding is May 6. The nucleic acid test sampling time within the first 3 days is May 17, the nucleic acid test sampling time for the second day before boarding is May 18 (inclusive), and the nucleic acid test sampling time within 24 hours before boarding is May 19. 20 After :20, the sampling time for nucleic acid test or rapid antigen test 12 hours before boarding is after 8:20 on May 20.

For flights departing in the morning, the sampling time for nucleic acid testing or rapid antigen testing 12 hours before boarding can be relaxed to after 12:00 noon on the previous day.

  (7) Regarding protection during sampling: For nucleic acid testing on the 14th, 3rd, and 2nd days before boarding, a doctor must come to take samples.

For nucleic acid testing 24 hours before boarding and nucleic acid testing or rapid antigen testing within 12 hours before boarding, please try to arrange for a doctor to come to the door for sampling and testing; if you need to go to the hospital for testing, please arrange a closed-loop transfer by special car.

While waiting for sampling in the hospital, wear a KN95 mask and keep a distance from other waiting staff.

After the test is completed, it should be disinfected immediately and continue to be isolated to avoid post-test infection.

3. Precautions and material list for uploading materials

  (1) Since it takes a certain amount of time for the embassy to review the health code, please be sure to pre-apply for the health code at least 24 hours before boarding, fill in the information truthfully (including previous positive tests and diagnoses) and upload the following materials.

:

  1. Previous test reports (nucleic acid test report 24 hours before boarding, nucleic acid test report 12 hours before boarding or rapid antigen test report can be supplemented after the initial review, all test reports must have QR code and photos).

  2. Sri Lanka visa.

  3. China exit stamp (if not available, please upload a written description), Sri Lanka entry stamp.

  4. Proof of vaccination:

  (1) Those who have been vaccinated in China: upload a screenshot of the domestic vaccination record or international travel health certificate.

  (2) Those who participate in the "Spring Vaccination Action" of the Embassy: upload photos of the front and back of the Sri Lanka vaccination card and a screenshot of the vaccination record of the "Vaccine Registration and Vaccination Service Mini Program" (if any).

  (3) Other situations: Upload other vaccination certificates and the "New Crown Vaccination Statement".

  5. Isolation certificate (with units or in hotels to isolate people) or quarantine commitment (temporary or scattered people).

  6. The photo taken in the room by the person holding the passport (data page facing the camera) must also show the bed and separate bathroom facilities (if it is found that someone else assisted in taking the photo, it will not be accepted).

  7. Screenshot of the reply email from the Economic and Commercial Office of the embassy (applicable to personnel of Chinese-funded enterprises, the date of the reply and the name of the person must be fully displayed).

  8. A letter of guarantee from the person in charge of the enterprise (if applicable).

  9. Self-health monitoring form (applicable to those who come to Sri Lanka temporarily from China and those who are in casual employment).

  (2) The embassy will conduct a preliminary examination of the above materials. Those who pass the preliminary examination will be issued a red code and indicate: The preliminary examination has passed, and the nucleic acid test report within 24 hours before boarding is to be submitted (the nucleic acid test report within 12 hours before boarding is to be submitted. ).

  Those who have passed the preliminary review and intend to return to China must submit the negative nucleic acid test report within 24 hours before boarding and the rapid antigen test report within 12 hours before boarding. ), the embassy will issue a green code in time (Note: Please keep all the previously uploaded reports and materials when submitting the above report. When filling in the mini-program, you must select the nucleic acid test report sampling date within 48 hours or 24 hours before boarding the plane. date).

The embassy has a special person on duty to review the health code. Please wait patiently for the health code to pass. There is no need to come to the embassy to inquire.

If you come to the embassy during the quarantine period, the embassy will determine that you have not implemented quarantine management and will not issue a health code for you.

  Please upload the information clearly, completely, truthfully and completely.

The embassy will strengthen the review and strict control of relevant certification materials, increase the intensity and frequency of inspections, and refuse to issue health codes to those who commit fraud, and the parties will bear the corresponding consequences.

4. Previously infected persons

  (1) Determination of previously infected persons

  Have been diagnosed with new coronary pneumonia or have any positive nucleic acid, IgM antibody, or IgG antibody test results (except for IgM and IgG antibody positive due to complete vaccination).

For those who have not completed all doses of inactivated vaccines, or who have completed 2 doses of inactivated vaccines on the same day, if any of their IgM antibody and IgG antibody test results have been positive, refer to the personnel with previous infection history.

  (2) Requirements for applying for health codes for previously infected persons:

  1. You can apply to the embassy for a pre-review of the health code only after 3 months of recovery.

The standard of recovery is: two negative nucleic acid tests after recovery.

The two nucleic acid sampling times should be at least 24 hours apart, and the latest date of the nucleic acid test results to the pre-examination time of the issuing embassy has been 3 months.

  2. Health code pre-review.

After 3 months of recovery, send the above information to the embassy's mailbox: consulate_lka@mfa.gov.cn. The format of the email is "previously infected person + name + health code pre-review + isolation place type address".

  3. After passing the preliminary examination by the embassy, ​​please conduct nucleic acid testing twice, crosswise, and at least 24 hours apart, using nasopharyngeal swabs.

Applicants are required to undergo isolation management and health monitoring for at least 14 days (excluding the day of the flight).

After the quarantine and health monitoring is over, the serum antibody test report within 48 hours before boarding, the nucleic acid test report within 24 hours before boarding, the rapid antigen test report within 12 hours before boarding, and the embassy health code pre-review email screenshot are provided.

If the conditions are met, the embassy will review and issue the health code as required. For other materials, please refer to the "3" section.

V. Protection on the way back to China

  After the test and before boarding the plane is a high-risk link for contracting the virus.

Please put on protective clothing, KN95 masks, goggles, gloves in the isolation room as early as possible, and carry disinfectant alcohol wipes with you, and then take the closed-loop special car arranged by the project to the airport.

The driver of the private car needs to complete the whole process of vaccination, and must wear a KN95 mask and gloves.

  Be sure to maintain social distance and disinfect your carry-on luggage and hands at any time when going through baggage security check, boarding pass and baggage check-in, departure, and waiting for a flight.

Please avoid shopping and eating at the airport.

If you need to go to the toilet, please disinfect your hands and related facilities in time.

  In the cabin, you should wear protective clothing, goggles, KN95 masks and gloves throughout the flight, and try to avoid eating, drinking and going to the toilet in the cabin to minimize the risk of infection during the journey.

If the embassy finds that the person who has obtained the green code is not well protected at the airport, which may lead to the risk of infection, the green code will be cancelled as soon as possible.

  After the plane lands, please disembark in an orderly manner and try to maintain social distancing.

When making health declarations to the customs, going through entry procedures, accepting nucleic acid tests, taking buses, and checking in to quarantined hotels, you should still take precautions, maintain social distance, and disinfect contact areas at any time.

6. Other instructions

  (1) The embassy currently does not review and issue health codes for personnel from other countries transiting to China via Sri Lanka, but only for those who work and live in Sri Lanka.

Vaccination personnel planning to go to China should travel 14 days after completing the entire vaccination process.

For those who have not completed all doses of inactivated vaccine, or who only completed 2 doses of inactivated vaccine on the same day, they will be treated as unvaccinated personnel. personnel.

  (2) Please regularly conduct nucleic acid testing on all employees in Chinese-funded enterprises and projects in Sri Lanka.

If compatriots in Sri Lanka have a positive nucleic acid test, please seek medical treatment immediately under strict protection and notify close contacts for isolation.   (3) Regarding the return of persons with different identities

  1. The Chinese company as the general contractor for the Sri Lanka project: continue to strictly arrange and supervise the return of personnel on the basis of the project. There are a maximum of 3 returnees per flight and each project. (including various subcontractors) submit the employee’s return plan for the next month to the Economic and Commercial Office of the Embassy (lk@mofcom.gov.cn) for approval. Type and Address".

When applying for approval, the reason for returning to the country must be stated in the body of the email, and the nucleic acid testing situation of all staff in the project in the last two months should be filled in together.

After the approval of the business office, the returning person should report the information to the embassy in accordance with Part 1 (3); the person in charge of the project will have a self-signed (do not use electronic signature) quarantine certificate and enterprise for the returning person when the quarantine is about to end. The person in charge's guarantee (applicable to enterprises or projects that have had confirmed cases or have been blown off).

The embassy does not accept the isolation certificate and the guarantee letter from the person in charge of the enterprise issued by the subcontractor enterprise.

  2. Regarding the project of subcontracting local enterprises: the project department of the Chinese subcontracting enterprise shall report to the economic and commercial office of the embassy for approval, and the general contracting enterprise of the project and the subcontracting enterprise shall jointly issue the isolation certificate and the guarantee letter of the person in charge of the enterprise (if applicable). ).

  3. For enterprises that have not yet contracted for specific projects in Sri Lanka: if there is a dispatched unit in China, the domestic dispatched unit of the enterprise should report to the embassy’s business office for approval, and the domestic dispatched unit and the Sri Lanka branch (if any) jointly issue a certificate of isolation, enterprise Guarantee of the person in charge (if applicable); if there are no dispatched units in China or workers from local enterprises in Sri Lanka, the embassy will examine and approve the case according to the individual case.

  Note: Regarding the employee returning to China after leaving the company, if the employee’s departure date and return date are within 1 month, the project department of the former Chinese general contractor will still report to the Economic and Commercial Office of the embassy for approval and issue a quarantine certificate and a letter of guarantee from the person in charge of the company (if applicable) .

If the date of leaving the employee and the date of returning to China are more than one month, the company to which the employee belongs should report to the Economic and Commercial Office of the embassy for approval and issue a quarantine certificate for the employee, and the project department of the last Chinese general contractor should issue a health certificate during work (up to the time of resignation) date).

  (4) Disposal of enterprises causing imported cases

  1. Enterprises that cause the import of positive personnel should report to the Economic and Commercial Office and the Consular Department of the embassy as soon as possible, and immediately carry out nucleic acid testing and single-room isolation measures for close contact personnel. Those returning to China after the expiry of the circuit breaker period must have a letter of guarantee signed by the person in charge of the enterprise.

If the circumstances are serious, the embassy will inform and criticize.

  2. For enterprises that have imported cases and have fraudulent situations such as concealment, substitute inspection and inspection, the embassy will notify and criticize them, and report the relevant situation to the country, and the relevant enterprises and individuals will be investigated for legal responsibility in accordance with the law.
