Xinhua News Agency, Beijing, April 26 (Reporter Wang Youling) Safety production is a major event related to the safety of people's lives and property.

The reporter learned from the Ministry of Housing and Urban-Rural Development on the 26th that the "Standards for Determining Hidden Hazards of Major Accidents in Housing and Municipal Engineering Production Safety (2022 Edition)" has been officially released, which provides important technologies for strengthening the implementation of safety production responsibilities and targeted prevention and containment of major accidents. support.

According to this standard issued by the Ministry of Housing and Urban-Rural Development, the so-called hidden dangers of major accidents refer to the serious harm that exists during the construction of housing construction and municipal infrastructure projects, which may lead to mass deaths and injuries or cause major economic losses. hidden dangers of production safety accidents.

The standard is suitable for determining the hidden dangers of major production safety accidents in the construction, expansion, reconstruction, and demolition of housing and municipal projects.

The standard is clear, the enterprise does not hold the safety production license for construction, the safety management personnel and special operation personnel work without a license, and the construction plan of the dangerous project is not demonstrated, etc., should be judged as major hidden dangers.

On the basis of in-depth analysis of the causes of mass casualties and injuries in recent years, the standard also clarifies foundation pit engineering, formwork engineering, scaffolding engineering, hoisting machinery and hoisting engineering, high-altitude operations, temporary power consumption for construction, limited space operations, and demolition. Situations included in the 10 major accident hazards of engineering, underground excavation and the use of construction techniques that endanger safe production.

The relevant person in charge of the Engineering Quality and Safety Supervision Department of the Ministry of Housing and Urban-Rural Development said that in the field of housing and municipal engineering, the construction safety production situation in recent years has been generally stable. Since then, it has decreased by 31.82% compared with 2020 and 48.27% compared with 2012.

However, the total number of housing and municipal engineering accidents is still relatively high, and serious accidents have not been eliminated.

The person in charge emphasized that in the next step, the competent departments of housing and urban and rural construction in various places should focus on the investigation of major hidden dangers, highlighting construction lifting machinery, foundation pit engineering, formwork engineering and support system, scaffolding engineering, demolition engineering, underground excavation engineering, steel Structural engineering and other dangerous and large projects, as well as high-risk operations such as high-altitude operations and limited space operations, "company-by-enterprise, project-by-project, and equipment-by-equipment" accurate investigation and elimination of major hidden dangers to ensure that construction site safety risks are controllable.
