On 14 April last year, the procession went from the old fire station in central Luleå to the new one on the small Milk Pillow near the university.

But when the procession reached its goal, it was only for the ambulance to return again because the region's lease agreement with the municipality was not ready.

Completely different views

The dispute over the premises rent is largely about how much of the common areas the region will pay for.

- We have 700 square meters today in our premises, what they have come to offer us now is 2,191. It is three times as big, says Unto Järvirova from Region Norrbotten.

The Norrbotten region believes that the area they have been promised in the new rescue station would be 1,600, but that the municipality has increased the figure by more than 30 percent.

- I do not agree with that explanation.

All project meetings have been represented and the conditions throughout the trip have been included, says Helén Wiklund Wårell, head of the city building administration at Luleå municipality.

Both believe that it is the other's turn

Those who work at the ambulance in Luleå have testified about premises with water leaks and temporary changing rooms.

They also warned of a halt to protection last year when the premises were so substandard.

Unto Järirova from the region has not been involved all the way through the negotiations, but says that he has read through the meeting notes that are available and that he has not found that the region has agreed on additional square meters.

- I have not seen that decision and they have not been able to present that basis.

Both the Norrbotten Region and Luleå Municipality now believe that the ball is in the other half of the field.

As a result, negotiations are stalled and the lease in the old fire station to be demolished extends until 31 December.
