This is stated in the list of instructions published on the Kremlin website.
“Ensure the introduction of amendments to the legislation of the Russian Federation, providing for: issuance by the investigating authorities of a decision to refuse to initiate a criminal case for crimes related to tax evasion and other obligatory payments, subject to full payment of arrears, penalties and fines,” notes in the order.
The relevant instruction was given to the Russian government, the Supreme Court, the Prosecutor General's Office, the Investigative Committee, as well as the administration of the President of Russia with the participation of the Delovaya Rossiya public organization.
The order must be completed by June 1, 2022.
In addition, it was instructed to amend the legislation regarding "reducing the statute of limitations for bringing to criminal liability for qualified elements of these crimes."
The President of Russia also instructed to study the possibility of creating a rating of conscientious taxpayers in the country.
