According to the Associated Press, the three amnesty recipients are Abraham Bolden, Illinois, Betty Jo Bogans, Texas, and Dexter Eugene Jackson, Georgia.
Bolden, 86, was a former Secret Service agent and the first African-American to serve the president, the report said.
In 1964, Bolden was accused of trying to sell a copy of a Secret Service document.
Additionally, both Bogans and Jackson were convicted of drugs.
Regarding the pardon and commutation, Biden said, "America is a country with laws, second chances, redemption and recovery."
The White House will also roll out policies to help inmates reintegrate into society and reduce their chances of reoffending, including a $145 million job-training program in federal prisons, Reuters reported.
