  At present, those who go to China who are fully vaccinated with inactivated vaccines must undergo a pre-trip "double nucleic acid" test to apply for a health code, and other personnel must undergo a "nucleic acid + serum IgM antibody" test.

Please refer to the "Health Code Application Materials Guide" for specific requirements.

1. Requirements for pre-departure testing and isolation management for all types of people going to China from Afghanistan

(1) Project personnel of Chinese-funded enterprises

  1. All project personnel of Chinese-funded enterprises in Afghanistan (including central enterprises, state-owned enterprises, and some private enterprises) returning to China must go to the first inspection agency designated by the embassy and consulate in Afghanistan on the 21st day before boarding. Inspection, quarantine observation and closed-loop management after the inspection is completed; go to the designated inspection agency for the second inspection within 48 hours before boarding, and after obtaining the inspection report within 48 hours, select the second inspection before the trip through the mobile phone applet The embassy or consulate in the consular area where the testing agency is located shall apply for the blue health code, and conduct nucleic acid testing within 12 hours before boarding according to the requirements of the airline and testing agency.

If any test results are positive or symptoms appear during the quarantine period, the arrangement for returning to China should be suspended immediately, and the close contact personnel should do the same.

  2. State-owned enterprises, state-owned enterprises and relevant private enterprises shall submit the information of the persons to be returned to China via email to the Economic and Commercial Office of the embassy and consulate for the record at least 14 days before the flight departure (enterprises in the Emirate of Abu Dhabi, send an email to ae@mofcom.gov .cn, enterprises in Dubai and the northern emirates, send an email to dubai@mofcom.gov.cn), the main body of the filing is the headquarters of the group or the general contractor of the project, and the filing documents include:

  (1) Letter of commitment in units of flights.

The letter of commitment shall be signed by the person in charge of the reporting unit and affixed with the official seal. The contents include: the results of the first test before the trip are all negative and the results are true and reliable; , monitor body temperature every day; conduct the second pre-trip inspection on time; conduct pre-trip epidemic prevention training and distribute epidemic prevention materials;

  (2) Passenger information table in units of flight;

  (3) A negative report of the individual's first pre-trip test;

  (4) A letter from the headquarters of the company agreeing in writing for the relevant personnel to return to China;

  (5) Written opinions on the inspection situation of the reporting unit, including: confirming that corresponding tests are carried out on time, fully closed management of quarantined personnel, complete daily health monitoring records, complete records of prevention and control knowledge and isolation policy training, daily food and living materials are guaranteed in place, Quarantine places are set up in compliance with regulations, sterilization during the quarantine period, materials collection and delivery, and garbage disposal measures are in place.

  3. The Economic and Commercial Office of the embassy and consulate will report and confirm after receiving the email. Those who do not receive a reply email will be deemed to have failed the registration.

The following circumstances will not be reported for return processing: (1) There is no clear boarding date; (2) The first test and isolation requirements are not met on the 21st day in advance (the time from the first test does not include the day of flight departure, if the flight takes off The time is May 2, and the first test time is April 11); 3. Each reporting unit has more than 20 people on each flight.

  4. The application materials for the health code are as follows:

  (1) The corresponding negative test report for the first time before the trip (the 21st day before the trip) issued by the designated testing agency of the embassy and consulate in Afghanistan.

  (2) The second corresponding negative test report before the trip issued by the designated testing agency of the embassy and consulate in Afghanistan.

  (3) Air ticket itinerary.

  (4) Proof of residence in Afghanistan (including Emirates ID card and passport visa page), if there is no residence certificate, please provide the passport page of the latest date of entry and exit stamps and all visas in Afghanistan.

  (5) A 21-day self-isolation commitment letter signed and sealed by the main person in charge of the unit.

  (6) Proof of vaccination (if any).

(2) Personnel from non-Chinese-funded enterprises (including long-term residents in Afghanistan, persons who come to Afghanistan temporarily, and persons from third countries who have been in Afghanistan for more than 28 days)

  1. You must go to the first testing institution designated by the embassy or consulate to conduct the corresponding test on the 14th day before the trip. After the test is completed, you should conduct isolation observation and closed-loop management. During the isolation observation period, fill in the "Self Health Status Monitoring Form"; Within 48 hours before the flight, go to the designated pre-trip testing agency for the corresponding test. After obtaining the test report within 48 hours, select the embassy or consulate in the consular area where the pre-trip second testing agency is located through the mobile phone applet to apply for the blue health code. Before boarding, the nucleic acid test within 12 hours before the flight is required according to the requirements of the airline and the testing agency.

If any one test is positive or symptoms appear during the quarantine period, the arrangement for returning to China should be suspended immediately, and the close contact personnel should do the same.

  2. Please self-isolate for 14 days in a place with separate living conditions in an attitude of being responsible for yourself and others.

The quarantine starts on the 14th day before boarding.

During the quarantine period, please do not go out or have contact with others except for testing, and truthfully fill in the "Self Health Status Monitoring Form" every day.

The embassy and consulate will conduct random checks on the isolation situation as appropriate.

  3. The starting time of pre-trip inspection and health monitoring does not include the day of flight departure.

If the flight departure time is May 2, the 14th day before departure is April 18.

The embassies and consulates in Afghanistan will not accept test reports and Self-Health Status Monitoring Forms that do not meet the above time limit requirements.

  4. The application materials for the health code are as follows:

  (1) The first corresponding negative test report before the trip (14 days before the trip) issued by the designated testing agency of the embassy and consulate in Afghanistan.

  (2) The second corresponding negative test report before the trip issued by the designated testing agency of the embassy and consulate in Afghanistan.

  (3) Air ticket itinerary.

  (4) Long-term residents in Afghanistan must provide proof of residence in Afghanistan (including UAE ID card and passport visa page); temporary visitors from China must provide the passport page of the Chinese exit stamp, the passport page of the UAE entry stamp, and all short-term visas in Afghanistan ( If the stay period does not exceed the visa-free period, no need to provide it); temporary visitors from a third country (staying in Afghanistan for more than 28 days) must provide the passport page of the exit stamp of the third country, the passport page of the UAE entry stamp, and all short-term visas in Afghanistan (such as staying in Afghanistan). period does not exceed the visa-free period (no need to provide).

  (5) Completed and signed "Self Health Status Monitoring Form".

  (6) Proof of vaccination (if any).

(3) Requirements for applying for a health code for those returning from transit to the UAE

  1. Persons with direct flights to China from the country of origin should not come to the United Arab Emirates for short-term transit and return to China. The embassies and consulates in UAE will not accept applications for health codes for such persons to China.

  2. If there is no direct flight to China in the country of origin, if only transiting to China via the United Arab Emirates (referring to the stay in Afghanistan for no more than 120 hours), and providing the following materials, the embassy and consulate in Afghanistan can accept their health code application:

  (1) The corresponding negative test report for the second time (within 48 hours before the trip) issued by the designated testing agency of the embassy and consulate in Afghanistan.

  (2) Full air ticket itinerary for the country of origin - United Arab Emirates - China.

  (3) A screenshot of the health code reviewed and issued by the embassy and consulate in the country of origin.

  (4) Passport pages of the departure stamp of the country of origin and the entry stamp of the UAE.

  (5) Proof of long-term residence in the country of origin.

  (6) Proof of vaccination (if any).

  3. At present, Etihad Airways (Abu Dhabi) does not accept short-term transfer of passengers from third countries to Abu Dhabi. Please arrange your itinerary properly to avoid staying in Abu Dhabi.

If people from a third country who come to Afghanistan really need to go to China from the UAE, they must stay in Afghanistan for at least 28 days before applying for a health code. The required materials are the same as those from non-Chinese-funded enterprises.
