COVID-19 in highway service areas and toll booths

Guidelines for Epidemic Prevention and Control

(Fifth Edition)

1. Overall prevention and control requirements

  1. Provincial transportation authorities should guide highway management agencies, toll roads and service area operation and management units to deeply understand the severity and complexity of the current epidemic prevention and control situation, and resolutely overcome paralysis and lax thinking, war weariness, fluke mentality, and relaxation. Mentality, improve standing, strengthen confidence, adhere to the general strategy of "foreign defense against imports, internal defense against rebound" and the general policy of "dynamic clearing" unswervingly, and earnestly implement the main responsibility for epidemic prevention and control.

  2. Provincial transportation authorities should guide highway management agencies, toll roads and service area operation and management units, adhere to the principle of strictness and strictness, improve emergency response mechanisms, formulate prevention and control plans and emergency plans by classification, and prepare epidemic prevention materials. Do a good job in emergency drills, strengthen on-duty duty, send information in a timely manner, resolutely guard all gates of epidemic prevention and control, and do a solid job of epidemic prevention and control in highway service areas and toll stations.

  3. Maintain the normal operation of the expressway.

It is strictly forbidden to block or close expressways and ordinary roads without authorization, and do not close expressway service areas and toll booths without authorization.

If the expressway service area really needs to be closed due to confirmed cases or close contacts, it should be reported to the provincial-level joint prevention and control mechanism before it can be implemented; The joint prevention and control mechanism above the level can be implemented only after it has been reported to the higher-level joint prevention and control mechanism for approval.

  4. Strengthen information release.

If service areas and toll stations are closed, they shall be released to the public in advance, and relevant information such as detour routes shall be released in a timely manner.

Provincial-level transportation authorities shall, before 9:00 a.m. every day, publicize the closure and closure of service areas and toll stations in their respective jurisdictions through various channels such as government portals, government WeChat public accounts, and newspapers and periodicals.

  5. After the service area and toll station are closed, actively cooperate with relevant departments to complete the work of personnel isolation, precise flow adjustment, rapid disposal, and comprehensive terminal disinfection as soon as possible, and resume operation immediately after passing the acceptance of the territorial joint prevention and control mechanism. .

  6. Standardize the setting of road checkpoints for epidemic prevention.

Under the overall arrangement of the provincial-level joint prevention and control mechanism, actively cooperate with local public security, health and other departments to scientifically and reasonably set up road epidemic prevention checkpoints. It is strictly forbidden to set up more than 2 (inclusive) epidemic prevention checkpoints in the same direction of the same section of ordinary highways. Set up epidemic prevention checkpoints on the main lines and service areas of expressways, and strictly prohibit simplistic and "one size fits all" prevention and control measures.

  7. Cooperate with health and other departments to set up sufficient nucleic acid and antigen testing points in the vicinity of highway epidemic prevention checkpoints, and set up nucleic acid testing points in expressway service areas with large traffic flow.

  8. Strictly implement the "three-in-one prevention" requirements for personnel, items, and the environment, and block the transmission of five types of viruses: disinfect public contact areas at any time to prevent cross-transmission of public contacts; wash hands frequently in accordance with the "seven-step method" under running water conditions , to block the spread of hands; employees in key positions wear goggles and protective glasses to block the transmission of eyes, mouth and nose; employees who touch money and bills wear gloves and wash their hands and disinfect at any time to block the spread of money and bills; all staff wear masks , Do everything possible to avoid gatherings of people, open windows in public places for ventilation, and block the spread of droplets.

  9. Through broadcasting, videos, posters and other means, carry out publicity of health protection knowledge, guide drivers and passengers to improve their awareness of protection, and implement protective measures such as wearing masks, hand hygiene, and "one-meter noodles".

Timely release the setting and testing requirements of highway epidemic prevention checkpoints in the region, guide the public to protect themselves, bring all inspection materials, and arrange travel reasonably.

  10. Improve and perfect the regular notification system, strengthen the monitoring and unannounced visits of the establishment of epidemic prevention checkpoints in various cities, the closure of service areas and toll stations, the delay of road congestion, and the implementation of traffic service guarantee policies, and timely detection of road traffic epidemic prevention and control and services Guarantee the weak links in the work and urge relevant units to rectify and implement them seriously.

2. Outdoor road service area

  11. Service areas with large passenger flow should use various methods to release information in advance, take measures to appropriately control the number of vehicles and personnel entering the area, and guide the public to balance distribution to non-busy or crowded service areas along the line to ensure epidemic prevention safety and service quality.

  12. Strengthen vehicle parking management and implement zoned parking.

Conditional service areas can be set up for high- and medium-risk areas and cold-chain logistics vehicles parking areas and rest areas for drivers and passengers, install dedicated mobile toilets, outdoor toilets, or set up temporary special service areas for trucks such as container transport vehicles to implement closed-loop manage.

  13. The key epidemic-related areas may, in light of the actual situation, set up material transfer stations in qualified expressway service areas, and make announcements to the public in a timely manner.

For those that need to be established across provinces, neighboring provinces should give support.

In principle, material transfer stations should be set up in low-risk areas, and closed-loop management should be implemented to ensure that vehicles are strictly disinfected, personnel are not contacted, and operations are not crossed.

  14. Seriously do a good job in nucleic acid testing, toileting, catering, fueling and other service guarantees for personnel stranded in epidemic-related vehicles in the service area.

During the closure of expressway service areas, under the overall guidance of the provincial-level joint prevention and control mechanism, basic public service functions such as refueling shall continue to be retained.

  15. Gas stations should minimize self-service refueling services to prevent drivers and passengers from getting off the bus and walking around, so as to "walk quickly".

Refueling channels for vehicles in epidemic-related areas can be set up in service areas where conditions permit.

  16. Strengthen the cleaning management of the site, implement the requirements for garbage classification, and set up special recycling bins for discarded masks. The rest of the garbage should be managed by classification, stored at designated locations, cleaned and transported in time, and the surrounding area of temporary garbage storage should be kept clean.

Garbage generated by inbound personnel, confirmed cases, suspected cases, asymptomatic infections, etc., shall be disposed of according to the requirements of the territorial joint prevention and control mechanism.

  17. Regularly disinfect the site, and appropriately increase the frequency of disinfection for vehicles and cold chain logistics vehicle parking areas, temporary garbage storage areas, and fueling facilities in high and medium-risk epidemic areas.

3. Indoor highway service area

  18. Scientifically adjust the functional blocks of the complex building, optimize the organization of indoor passenger flow routes, and ensure that passengers can "get in and out quickly" in each functional area, and do not pass through other functional areas unless necessary to avoid cross-flow of people.

If conditions permit, public restrooms and restaurants, convenience stores and other business areas should be separated to reduce crowds.

Public restrooms are set up independently of the complex building, and ventilation and disinfection should be strengthened. Drivers and passengers can only enter after having their body temperature measured and wearing masks.

To ensure the normal operation of water supply facilities such as faucets in public toilets, hand sanitizers and hand sanitizers should be provided for drivers and passengers if conditions permit.

  19. The comprehensive building should be set up with exits and entrances (passages), and special persons should be arranged at the entrances (passages) to conduct body temperature measurement and check the itinerary code and health code (health certificate).

For those with abnormal body temperature or health code, not wearing a mask, refusing to provide the itinerary code, health code (health certificate), they will be refused entry into the complex building.

  20. Optimize the inspection service, improve the efficiency of registration and inspection and reduce the gathering of people by setting up intelligent body temperature detection equipment and posting health QR codes in advance.

The staff at the entrance (passage) should provide services such as checking health codes on behalf of the elderly and children who do not know how to use or do not have smartphones, and assist in filling in information.

  21. According to the requirements of the local health department, select a suitable area to standardize the establishment of a temporary isolation area, and cooperate with the staff of the health department to guide and manage abnormal personnel.

Drivers and passengers whose body temperature is higher than 37.3°C or who have symptoms of vomiting, fatigue and diarrhea should immediately report to the local joint prevention and control mechanism.

The service area guidance and on-site management personnel should be specially designated for their posts and closed-loop management.

  22. Reasonably control the number of people entering the complex, optimize service measures, reduce waiting time in line, and set up a "1-meter line" to remind drivers and passengers to wear masks correctly and maintain a safe distance.

To increase the frequency of indoor ventilation, natural ventilation is preferred, and mechanical exhaust can also be used.

If a central air conditioner is used, check the equipment to ensure normal operation before turning it on, keep a certain distance between the fresh air vent and the exhaust vent, clean the cooling tower, etc., keep the fresh air vent clean, and operate at the maximum fresh air volume during operation, and strengthen the control of condensed water. , cooling water and other sanitation management.

Regularly clean and disinfect public supplies and facilities, and appropriately increase the frequency of disinfection for key parts such as handrails and door handles.

  23. According to the epidemic situation, scientifically adjust the business format.

In the service area of the city where the high- and medium-risk areas are located, except for the opening of public toilets, boiling water rooms, convenience stores, and energy supply stations, other business formats should be temporarily closed, and restaurants that are operating normally should only provide take-out services.

If the service area of the city where the low-risk area is located, operates dine-in meals, the number of diners in the restaurant should be controlled, a reasonable distance should be maintained, and the frequency of ventilation and disinfection should be appropriately increased.

  24. The outer packaging of cold chain food such as meat entering the service area shall be sterilized strictly by effective low-temperature sterilization methods, and the implementation and effect of the sterilization measures shall be regularly evaluated.

For the disinfection of the outer packaging of other goods, it is necessary to select a safe and effective disinfection method for preventive disinfection according to the characteristics of the disinfection object, and to keep records and quality control of the disinfection work.

Personnel who have direct contact with cold chain goods should take strict protective measures, and avoid the goods from sticking to the face, hands touching the nose and mouth, etc.

  25. Raw and cooked food should be processed and stored separately, and cross-contamination should be avoided when handling raw meat, raw aquatic products and other foods.

When processing meat, aquatic products and other foods, cook them thoroughly, and try not to provide raw aquatic products.

  26. It is recommended that customers use non-contact scanning code to pay, and protect and disinfect when receiving cash.

If conditions permit, self-service equipment such as masks and other protective materials can be provided at prominent locations such as entrances and exits to facilitate the purchase and use of drivers and passengers.

4. Highway toll station

  27. Arrange special personnel to be responsible for disinfecting the recycled and stocked toll road passing media by spraying chlorine-containing disinfectants to ensure the safety and hygiene of the passing media.

During the sending and receiving process, the toll collectors should wear protective equipment such as masks and gloves as required to ensure that the passing medium is regulated and hygienic.

  28. Strengthen the on-site service of toll lanes, achieve "fast collection and fast walking", and try to avoid drivers and passengers getting off the bus and walking around.

Do a good job in on-site personnel protection, equipment disinfection, etc., and set up non-contact charging facilities if conditions permit.

  29. Further strengthen publicity, optimize ETC issuance and use services, guide the public to install and use ETC, reduce vehicle parking time, and minimize the use of transit media and cash.

  30. The epidemic prevention checkpoints on expressways should be located in the square and other areas outside the toll station. If conditions permit, sufficient dedicated passages and rest areas for trucks should be set up.

It is necessary to further optimize the detection method and process, improve the detection efficiency, strengthen traffic diversion, and reduce vehicle congestion and delay.

V. Internal prevention and control management

  31. Strengthen employee induction management.

Employees with a history of living in high- and medium-risk areas or with a history of close contact are not allowed to return to work until the specified quarantine period expires and the hygiene test is passed.

Establish an employee health monitoring system, and strictly implement the "three body temperature tests" (all employees must be tested, must be tested before work, and on-the-job monitoring) and "four no-jobs" (returnees from high- and medium-risk areas are not allowed to work if they are not quarantined according to regulations. According to the regulations, you must not go to work, you must not go to work if you fail the temperature test, and you must not go to work without wearing masks and other protective equipment), and prevent you from going to work with illness.

All employees should truthfully report their personal health status. Once they have suspected symptoms such as fever, dry cough, and fatigue, they should report it in time, and go to the hospital for screening according to the prescribed procedures. Those who have not ruled out the risk should not return to their jobs.

When necessary, closed-loop management and shift operation of front-line employees can be implemented.

  32. Front-line employees should be vaccinated against COVID-19 as needed, and the booster vaccination of COVID-19 vaccine should be accelerated.

Personal protection is still required after vaccination.

Regularly organize front-line employees and non-front-line employees who have contact with them to conduct nucleic acid tests.

Unless otherwise stipulated by the national and local joint prevention and control mechanisms, the service area of the city where the high-risk area is located should be tested once a week, the service area of the city where the medium-risk area is located should be tested once every two weeks, and the service area of the city where the low-risk area is located should be tested once a week. Should be checked once a month.

  33. Strengthen staff dining management, adopt a meal-sharing system, and diners should maintain a safe distance and reduce communication between meals.

Encourage off-peak and packed meals, try to use disposable tableware, and reuse tableware should be "one for one person, one for each use and one for disinfection".

  34. Strengthen pre-job training for employees.

If conditions permit, professionals from the health department should be invited to conduct professional knowledge training on epidemic prevention and control and emergency response for security, cleaning, toll collectors and management personnel.

  35. Urge employees to wear masks at work, maintain social distance, practice personal hygiene, measure body temperature and make relevant records.

  36. Arrange special personnel to be responsible for spraying disinfectant on dormitory buildings, office buildings, restaurants, kitchens, toll booths and other areas on a daily basis to ensure daily ventilation and create a clean and hygienic station environment.

  37. Strengthen the reserve of epidemic prevention and control materials. Protective materials such as masks, disinfectants, hand sanitizers, non-contact thermometers, and professional protective clothing used when necessary should be fully stocked to ensure the use of drivers, passengers and employees.
