Yan Chunhua, President of Lanzhou University, said that with the support of the China Disabled Persons' Federation, Lanzhou University has established the only national-level research base targeting persons with disabilities in ethnic areas. Wang Jianqiang, vice chairman, party secretary and chairman of the Gansu Disabled Persons' Federation, said that during the "13th Five-Year Plan" period, the subsidy funds invested in the development of disabled people's undertakings by finance at all levels in the province alone amounted to 1.657 billion yuan, which is 2.3% of the "12th Five-Year Plan" period. 314,000 registered disabled persons in rural areas have achieved overall poverty alleviation; the per capita disposable income of urban and rural disabled families has reached 30,000 yuan and 16,000 yuan respectively, an increase of 57% and 46% respectively compared with the end of the "Twelfth Five-Year Plan".
