It is a great pleasure to meet with all new and old friends again in the "cloud" to attend the Boao Forum for Asia Annual Conference 2022.
First of all, on behalf of the Chinese government and people, and in my own name, I would like to extend my sincere welcome to the guests attending the annual meeting!
Warm congratulations on the convening of the annual meeting!
At present, the changes in the world, the times, and the history are unfolding in an unprecedented way, posing challenges to mankind that must be taken seriously.
Humanity has not yet come out of the haze of the epidemic of the century, and faces new traditional security risks; the global economic recovery is still fragile and weak, and the contradictions of the development gap are superimposed; the governance deficit such as climate change has not yet been filled, and new issues such as digital governance are facing us.
Against this background, the theme of the forum's annual meeting is "epidemic and the world: jointly promoting global development and building a common future", which is of great significance.
"One should not be swayed in safety or danger, nor should one's heart be changed in danger." Human history tells us that the more difficult the moment, the more we must strengthen our confidence.
Contradiction is not terrible, it is the contradiction that drives the progress of human society.
No setbacks can stop the wheel of history.
In the face of numerous challenges, we must not lose confidence, hesitate to retreat, but strengthen our confidence and advance bravely.

To rush out of the fog and toward the light, the most powerful force is to work together, and the most effective method is to help each other.
Over the past two years, the international community has made arduous efforts to cope with the challenges of the COVID-19 pandemic and promote the recovery and development of the world economy.
Difficulties and challenges further tell us that mankind is a community with a shared future, and all countries should follow the trend of the times for peace, development, cooperation and win-win, and move towards the right direction of building a community with a shared future for mankind.
——We must jointly protect human life and health.
People's safety and health are the prerequisites for human development and progress.
It will take arduous efforts for mankind to completely defeat the new crown pneumonia epidemic.
Countries should support each other, strengthen coordination of epidemic prevention measures, improve global public health governance, and form a strong international force to deal with the epidemic.
It is necessary to adhere to the attributes of vaccines as global public goods to ensure the accessibility and affordability of vaccines in developing countries.
China has provided more than 2.1 billion doses of vaccines to more than 120 countries and international organizations.
Whether it is providing vaccines to foreign countries or producing vaccines overseas, China will keep its promises and deeds.
China will continue to provide 600 million doses and 150 million doses of vaccines to Africa and ASEAN respectively, making active efforts to bridge the "immunization gap".
- We must jointly promote economic recovery.
The COVID-19 pandemic has had a major impact on the achievements of global poverty reduction in the past 10 years. Uneven recovery has exacerbated global inequality, and the North-South divide has continued to widen.
We must adhere to building an open world economy, grasp the general trend of economic globalization, strengthen macro policy coordination, use technology to enhance momentum, maintain the stability of global industrial and supply chains, prevent serious negative spillover effects from policy adjustments in some countries, and promote global balance and coordination , inclusive development.
We must adhere to the people-centered approach, put the promotion of development and the protection of people's livelihood in a prominent position, and implement policies, take measures, and carry out actions that are conducive to people's livelihood and well-being in the first place.
We should pay attention to the urgent needs of developing countries, promote practical cooperation in key areas such as poverty reduction, food security, development financing, and industrialization, and focus on solving the problem of unbalanced and insufficient development.
Last year, I proposed a global development initiative, which has received response and support from international organizations such as the United Nations and nearly 100 countries.
We are working with the international community to steadily advance the implementation of the initiative.
- We must jointly maintain world peace and tranquility.
"Governing a country will make you rich, but a disordered country will make you poor." Security is the premise of development, and human beings are an inseparable security community.
Facts have once again proved that the Cold War mentality will only undermine the global peace framework, hegemonism and power politics will only endanger world peace, and bloc confrontation will only exacerbate security challenges in the 21st century.
In order to promote the common security of the world, China is willing to put forward a global security initiative here: we must adhere to the concept of common, comprehensive, cooperative and sustainable security, and jointly maintain world peace and security; insist on respecting the sovereignty and territorial integrity of all countries, and not interfere in the internal affairs of other countries respect the development path and social system independently chosen by the people of all countries; adhere to the purposes and principles of the UN Charter, abandon the Cold War mentality, oppose unilateralism, and refrain from bloc politics and camp confrontation; adhere to the reasonable security concerns of all countries and uphold the principle of indivisibility of security , build a balanced, effective and sustainable security structure, oppose the establishment of national security on the basis of other countries' insecurity; insist on peacefully resolving differences and disputes between countries through dialogue and consultation, and support all efforts that are conducive to the peaceful resolution of crises We must not engage in double standards, oppose the abuse of unilateral sanctions and "long-arm jurisdiction"; insist on coordinating the maintenance of security in traditional and non-traditional areas, and jointly address regional disputes and global issues such as terrorism, climate change, cybersecurity, and biosecurity.
- We must jointly address the challenges of global governance.
All countries in the world are riding on a big ship with a shared destiny. If they want to cross the stormy seas and sail towards a bright future, they must work together in the same boat. It is unacceptable to try to throw anyone into the sea.
Today, the international community has developed into a complex, delicate and organic machine. Dismantling one component will cause serious difficulties in the operation of the entire machine. The person who is dismantled will be damaged, and the person who will be dismantled will also be damaged.
In today's world, any unilateralism and extreme egoism are fundamentally unworkable, and any decoupling, cutting off supplies, and extreme pressure are fundamentally unworkable. Confrontation doesn't work at all.
We must practice the global governance concept of extensive consultation, joint contribution and shared benefits, carry forward the common values of all mankind, and advocate exchanges and mutual learning among different civilizations.
It is necessary to uphold genuine multilateralism and firmly uphold the international system with the United Nations at its core and the international order based on international law.
In particular, a big country should set an example and take the lead in preaching equality, cooperation, integrity, and the rule of law, so as to show the appearance of a big country.

The Asian people have gone through the hot and cold wars and the vicissitudes of life. They know that peace is precious and that development does not come easily.
In the past few decades, the overall stability of the Asian region, sustained and rapid economic growth, has achieved the "Asian Miracle".
A better world can only be better in Asia.
We must continue to develop and build Asia well, demonstrate Asia's resilience, wisdom, and strength, and create an anchor for world peace and stability, a source of growth momentum, and a new height for cooperation.
First, firmly uphold peace in Asia.
Regional peace and stability did not fall from the sky, nor was it a charity from any country, but the result of the joint efforts of countries in the region.
Today, the Five Principles of Peaceful Coexistence and the "Bandung Spirit" initiated by Asia are even more realistic.
We must uphold the principles of mutual respect, equality and mutual benefit, and peaceful coexistence, pursue the policy of good-neighborliness and friendship, and firmly control our destiny in our own hands.
Second, actively promote Asian cooperation.
There are proverbs in Asian countries, "Climb together when you meet mountains, and cross together when you meet ditches", "Sugar cane grows in the same hole, and citronella grows in clusters".
Win-win cooperation is the only way for Asia's development.
The Regional Comprehensive Economic Partnership Agreement came into effect, and the China-Laos railway was completed and opened to traffic, effectively improving the level of regional hard and soft connectivity.
We should take this opportunity to promote the formation of a larger and more open market in Asia, and promote win-win cooperation in Asia to take new steps.
Third, jointly promote Asian unity.
Replacing zero-sum games with dialogue and cooperation, closing and exclusivity with openness and inclusiveness, and replacing self-respect with exchanges and mutual learning is what Asia should have.
We need to consolidate ASEAN's central position in the regional architecture and maintain a regional order that accommodates the demands of all parties and accommodates the interests of all parties.
All countries, big or small, strong or weak, within and outside the region, should add luster to Asia without causing chaos. They should all walk the road of peaceful development, seek win-win cooperation, and create a united and progressive Asian family.

More than two months ago, China presented the simple, safe and wonderful Beijing Winter Olympics and Paralympics to the world, bringing warmth and hope to people of all countries.
In the second half of the year, we will hold the 20th National Congress of the Communist Party of China to draw a blueprint for China's future development.
China's economy is resilient, has ample potential, has wide room for manoeuvre, and its long-term positive fundamentals will not change. It will provide strong momentum for the stabilization and recovery of the world economy and provide broader market opportunities for other countries.
China will fully implement the new development concept, accelerate the construction of a new development pattern, and strive to promote high-quality development.
No matter what changes take place in the world, China's confidence and will in reform and opening up will not be shaken.
China will expand its high-level opening to the outside world, implement the negative list for foreign investment access in depth, expand the scope of encouraging foreign investment, optimize foreign investment promotion services, and add comprehensive pilots for expanding the opening up of the service industry.
China will steadily advance the construction of a free trade pilot zone and the Hainan Free Trade Port, align with international high-standard economic and trade rules, and promote institutional opening up.
China will fully implement the Regional Comprehensive Economic Partnership, promote the negotiation and signing of high-standard free trade agreements with more countries and regions, and actively promote accession to the Comprehensive and Progressive Trans-Pacific Partnership and the Digital Economy Partnership.
China will adhere to the goals of high standards, sustainability and people's livelihood, and actively promote high-quality joint construction of the "Belt and Road".
China will unswervingly adhere to the path of peaceful development, and will always be a builder of world peace, a contributor to global development, and a defender of the international order.
