  Recently, Zhu Sumei, a villager in Wukan Village, Lufeng City, Shanwei City, Guangdong Province, opened the "Shanmei Village Residence" applet, and saw the village's collective financial income and expenditure in the "I want to check accounts" section, and various specific bills are also clear at a glance.

  Allowing villagers to check village accounts anytime, anywhere, express opinions and suggestions on village affairs, comment on and even complain to village cadres, etc., is one of Wukan Village's measures to use digital technology to promote village affairs openness and innovate grassroots governance.

  The enthusiasm of Wukan villagers to participate in village governance has also been mobilized.

At the beginning of this year, some villagers left a message in the "Shanmei Village Residence" applet, proposing to upgrade and transform the village's comprehensive market to solve the problems of "dispersed odor, crowded people, and sewage overflow".

After a collective discussion, the Wukan Village Committee decided to launch the "Comprehensive Market Upgrading and Reconstruction" project, soliciting villagers' opinions through the "Shanmei Village Residence" mini-program "Conference Hall". After verification, investigation and meeting to discuss, a preliminary reconstruction plan has been formed. .

  In 2020, Wukan Village took the lead in running the first village-level "people's sentiment map" joint logistics command center in Shanwei City.

The reporter saw at the center recently that the whole village of Wukan is divided into 8 "grids", with 19 full-time grid personnel.

Everything has been implemented, and everything has been echoed," said Peng Zilong, deputy director of Shanwei Municipal Affairs Service Data Administration.

  On the basis of Wukan's "People's Sentiment Map" pilot project, Shanwei City has now fully applied this panoramic visual dynamic and precise control platform, and has formed multiple application scenarios such as people's livelihood services, poverty return monitoring, and epidemic prevention and control.

  At present, Wukan Village is building villagers' apartments, and many buildings are erected.

"We conducted an opinion survey of the whole villagers. The villagers realized that land resources are limited. Compared with the direct allocation of homesteads, building villagers' apartments can not only satisfy everyone's housing demands and expectations, but also realize the economical and optimal use of land." Chen Shaoling tell reporters.

  He said that the construction plan was in line with the wishes of the majority of the villagers, and that the villagers' right to know and decision-making had been fully guaranteed after several procedures such as the resolution of the villagers' congress and the disclosure of the results were passed.

  It is understood that the Wukan Villagers Apartment plans to invest 1.2 billion yuan (RMB, the same below), and the construction funds will be borne by the village collective land transfer fee.

After completion, more than 4,000 houses will be provided, which will be distributed to all villagers in the village.

"In the future, we will also carry out 'micro-renewal' of ancient villages and repair ancestral halls and historical buildings." Chen Shaoling said.

  The reporter visited Wukan Village and saw that the villagers' cultural square has been put into use, the village road has been built into a cement road, and street lights have been installed, and the village looks completely new.

  According to the relevant departments of Shanwei Municipal Government, the per capita disposable income of villagers in Wukan Village in 2021 will be 24,600 yuan, a year-on-year increase of 1.11%. The villagers' income mainly comes from working abroad and fishing at sea; the annual income of the village's collective economy will increase from 2018 740,000 yuan, increased to the current 1.38 million yuan.

  Located on the coast of the South China Sea, Wukan Village is a fishing village in eastern Guangdong with a population of more than 10,000.

During the Qianlong period of the Qing Dynasty, it was one of the seven general ports of Huizhou Guangdong Customs.

Now Wukan Port has been designated as a transport port by Guangdong Province, and a new 5,000-ton freight terminal is under construction.

Lufeng City's "mother river" Luohe flows into the South China Sea through the east of the village.

  Based on marine resources and geographical advantages, Wukan Village has made every effort to promote the construction of the coastal tourism landscape demonstration belt in recent years.
