Russian President Vladimir Putin attended the missile test launch and congratulated the successful test launch.

Putin said the weapon would enhance the combat effectiveness of Russia's armed forces and reminded "those who try to threaten Russia's security to think twice."

  The Pentagon said Russia had notified the U.S. of the test and considered it a "routine" rather than a threat to the U.S.
