  According to the white paper, Chinese youth in the new era are more open and confident to integrate into the world.

In 1978, China sent only more than 800 people to study abroad; in 2019, more than 700,000 people went abroad for further study, and over the past 40 years, there were more than 6.5 million people studying abroad; in 1978, only 248 returned to study abroad, and in 2019, there were more than 58 people. Ten thousand people have completed their studies and returned to China. Over the past 40 years, more than 4.2 million people have returned to study abroad.

Under the framework of "China Youth Global Partnership Action", China has established exchanges and cooperation with more than 100 international organizations and foreign government youth agencies, political parties and non-governmental youth organizations.
