In detail, the Federal Authority for Government Human Resources confirmed its keenness to promote Emiratisation in the federal government, and to give citizens priority in appointment over vacant jobs in federal agencies, pointing out that it has adopted balanced public policies aimed at enabling national cadres to work in various economic sectors, from By taking advantage of the added national value when contracting with private companies, creating job opportunities as a result of federal agencies outsourcing some technical and specialized works or projects, and supporting and encouraging citizens to work or manage projects in the private sector, with the development of governance frameworks for these policies.

The authority stated, in a letter it sent to the Federal National Council, that in its efforts to regulate and govern “business outsourcing in the federal government,” it has developed an integrated legislative system to organize the business outsourcing process in federal government agencies, through coordination with the Ministry of Finance, to develop a general framework as a guide to the governance of business procedures. Outsourcing in the federal government is based on international best practices to provide governance and culture in relation to outsourcing procedures, including financial contracting procedures and the organization of human resources under outsourcing, and this guide was approved by the Council of Ministers by Resolution No. (4-12) of 2020.

She said that the state seeks to encourage the work of citizens in all economic sectors, which is considered with the outsourcing system and method, one of the positive channels that can contribute to supporting the work of citizens in the private sector, by creating new job opportunities for them.

The authority stressed that the governance of outsourcing work is carried out according to indicators that ensure proper implementation and achievement of the desired goals of this system.
