A parliamentary report recommended adjusting salaries, job benefits, and career advancement opportunities for mental health professionals and workers, to attract and motivate a specialized workforce.

He called for launching awareness programs about the dangers of using narcotic substances, and for establishing a central database, showing the prevalence rates of mental disorders, and classifying them at the level of governmental, local, and private health sectors, and specialized cadres.

In detail, the report, prepared by the Health and Environmental Affairs Committee of the Federal National Council, concluded with 13 recommendations on the topic “The Ministry of Health and Community Protection’s policy regarding the promotion of mental health in the United Arab Emirates”, related to policies and strategies in the relevant sectors, as well as the central database, and the development of Medical and preventive services provided to patients.

According to the report, which "Emirates Today" obtained a copy of, the list of recommendations adopted by the committee and submitted to the Council for discussion and adoption, during the ninth session of the third regular session of the seventeenth legislative term, which was held yesterday evening, included "preparing policies and strategies for health promotion." Mental health, in coordination with the concerned authorities, by integrating mental health into the policies and strategies of the education sector and the public community services sector, and coordinating with all concerned parties, regarding the development of awareness programs about the dangers of using narcotic substances and its negative effects in society.

The recommendations also included “the creation of a unified central database at the state level, showing the prevalence rates of mental disorders and their classification at the level of government, local and private health sectors, and the private sector, and specialized cadres, as well as the role of the National Institute for Health Specialties, established by Cabinet Resolution No. (28) for the year 2014, to practice Its competencies are to raise the scientific and professional level of doctors and health professions, and coordinate with higher education institutions to expand the offering of specialized academic programs related to mental health, in addition to including the specialty of psychiatry in the curricula of the College of Medicine, to qualify students to know the basics related to mental illness, and methods of diagnosis and treatment.”

The committee also recommended amending salaries, job privileges, and career advancement opportunities for professionals and workers in the field of mental health to attract and motivate the specialized workforce, and to develop training and rehabilitation programs for specialized cadres in the field of psychiatry with a focus on specialized competencies in the field of psychiatry for children, addicts and people of determination, as well as in partnership with Leading international educational institutions and hospitals to develop the skills of workers in the field of psychological, social and rehabilitation services, and health insurance, and by including mental health services and basic medicines needed for psychiatric treatment in the health insurance system.

It also recommended the creation and development of mental health centers and departments and their balanced distribution in all regions of the country, and allocating a budget for research in the field of mental health, especially research directly related to the development and implementation of mental health services, as well as developing effective awareness, training and rehabilitation plans and programs to reduce the impact of social stigma, and in coordination and follow-up. With the concerned authorities to develop psychological and social rehabilitation programs, through the establishment of day care centers to provide psychological, social and professional rehabilitation programs for psychological conditions of patients in various regions of the country, so that they are easy to reach for patients to receive treatment and care, and to provide temporary care homes service for patients with chronic mental conditions, with the aim of Reducing the families of patients that suffer from nervous tension and stress from taking care of the patient for long periods.

The recommendations also included the preparation of initiatives and action programs, in coordination with the concerned authorities, on enhancing the prevention of mental disorders in the field of mental health, especially with regard to developing life skills, combating bullying and violence, raising awareness of the dangers of substance abuse, and early intervention for children who exhibit psychological or behavioral disorders. As well as holding training courses for employees in the field of mental health to maintain health in the workplace.
