Controversy has arisen after a document on the so-called “check-and-distance speed control theory”, written by independent lawmaker Yang Hyang-ja from the National Assembly’s Legislative and Judiciary Committee, was circulated in the political arena.



The document reads, 'I am a member of the National Assembly, a constitutional institution.

I will not abide by this bill.”



In this regard, an official from the Yang's office completely denied the allegations, saying that the document was not written by Yang.



If the bill is submitted to the Agenda Coordination Committee of the Judiciary Committee of the National Assembly, both lawmakers assigned as mediators for the non-negotiating group can act as a casting boat to determine whether the bill is passed or not.
