As the parliamentarian explained, often a conscientious car owner who did not have time to pay for parking on time for some reason, according to the law, becomes an offender and is obliged to pay an impressive fine.
It should be noted that, for example, in Moscow and St. Petersburg, the size of such a fine has an increased coefficient and hurts the pocket of an ordinary citizen, Milonov emphasized.
“In this regard, I ask you to evaluate the idea of changing the terms of payment for parking private cars in paid parking areas in major cities of our country: an appropriate measure is to introduce the principle of deferred payment until 00:00 of the current day from the moment the service is provided,” the text of the appeal says.
According to the deputy, such an innovation will save car owners from the daily “parking” stress and fear of getting a fine, will help increase cash receipts and make the use of city parking lots more convenient.
Currently, according to the rules, the driver is obliged to pay for the parking of the car in the city parking within five minutes.
Earlier, Milonov proposed to return the traditional system of higher education in Russia.
