  In December 2021, the 32nd meeting of the Standing Committee of the National People's Congress conducted the first review of the draft law on the protection of black land.

The second review draft of the draft highlights the role of black land in ensuring food security, adding provisions that black land should be used for the production of agricultural products such as grain and oil crops, sugar crops, and vegetables; black land classified as permanent basic farmland should be mainly used for food production .

  Some members and representatives of the Standing Committee proposed that to do a good job in the protection of black land, we should not only play the leading role of the government, but also pay attention to the role of the market, and rely on grass-roots organizations and farmers.

To this end, the second draft of the draft stipulates that rural collective economic organizations and villagers' committees issue contracts for rural land in accordance with the law, supervise the reasonable use and protection of black land by the contractor in accordance with the purpose agreed in the contract, and prevent the contractor from damaging the black land.

  The second review draft of the draft also stipulates that the state encourages social capital to invest in black land protection activities and protects the legitimate rights and interests of investors in accordance with the principles of policy support, business and social participation, and market-oriented operation.
