According to the WeChat official account of the Chinese Embassy in Argentina, under the unified deployment and coordination of the Consular Department of the Ministry of Foreign Affairs, the Chinese Embassy in Argentina will launch overseas remote video notarization services to facilitate overseas Chinese citizens to apply for information technology. For notarization affairs, we will try our best to allow the majority of overseas Chinese to do it "online, nearby, and once", and provide everyone with efficient, convenient, inclusive and equal notary services.

1. Application Conditions

  To apply for overseas remote video notarization, the parties should meet the following conditions at the same time:

  (1) Mainland residents with the nationality of the People's Republic of China;

  (2) Long-term residency in Argentina;

  (3) The notarial certificate is intended to be used in China, the notarization matters cannot be handled at the embassy in Argentina, and the parties voluntarily choose overseas remote video notarization;

  (4) Do not violate relevant laws and regulations and other prohibitive provisions.

  Under any of the following circumstances, the notary office will not handle overseas remote video notarization:

  (1) A person without capacity for civil conduct or a person with limited capacity for civil conduct does not have a guardian to apply for overseas remote video notarization;

  (2) The party concerned has no interest in the matters for which notarization is being applied for;

  (3) There is a dispute between the parties on the matter of applying for overseas remote video notarization;

  (4) The parties fabricate or conceal facts, or provide false certification materials;

  (5) The proof materials provided by the parties are insufficient and cannot be supplemented, or the supplementary proof materials are refused;

  (6) The matters applied for overseas remote video notarization are untrue and illegal;

  (7) The matter of applying for overseas remote video notarization violates social morality;

  (8) The party refuses to pay the notarization fee as required;

  (9) Other circumstances that are not suitable for overseas remote video notarization.

2. Application process

  (1) Reservation by email: The applicant submits an application for notarization service to the embassy through the email address. If it meets the acceptance regulations of the embassy, ​​the applicant will be arranged to come to the embassy for notarization service at the appointed time.

  If it does not meet the acceptance standards of the embassy's notary business, but meets the business acceptance standards of the domestic notary office, the embassy will recommend the applicant to use the remote video notarization method.

  (2) Pre-examination materials: If the applicant agrees to conduct remote video notarization, the embassy will contact relevant domestic notary institutions on behalf of the applicant to understand the procedures and requirements for application of the certificate, and assist in the pre-examination of materials.

  (3) Video notarization: The applicant will come to the consular office of the embassy at the appointed time with relevant ID documents and application materials, and conduct notarization business with the domestic notary institution through video, and determine the address and method for submitting the notarization certificate.

3. Other matters

  (1) During the COVID-19 outbreak, considering that the remote video application requires close contact, in order to avoid cross-infection, the applicant must provide a negative nucleic acid test report for COVID-19 within 24 hours.

Details will be communicated by phone and email.

  (2) Payment: The applicant pays the fees directly to the domestic notary office, including notarization fees and other possible fees, such as notarization translation fees, document translation fees, copy fees, etc.

If the original documents are required to be sent back to China, the relevant expenses shall be borne by the applicant.

  The embassy does not charge any fees for overseas remote video notarization.

  (3) The information related to notarization matters filled in by the applicant, as well as the uploaded certification materials, will be verified by the notary public in a timely manner through the sharing of government information resources.

If the applicant fails to truthfully fill in the information on the application for notarization, the uploaded certification materials are untrue or illegal, or the relevant information cannot be verified due to limited conditions, the notary office will not handle the application.

  (4) During the remote video notarization period, the applicant must keep his mobile phone and email address unblocked so that the embassy can contact you in time.
