The second review draft of the draft adds a number of targeted clauses in terms of preventing sexual harassment, preventing gender discrimination, and cracking down on trafficking in women.

Prevention of sexual harassment: increase the entry inquiry system

  Previously, it was suggested to revise the Law on the Protection of Women's Rights and Interests that, in order to effectively prevent sexual harassment and sexual assault of underage women in schools, an entry inquiry system should be established.

  In this regard, the second review draft of the draft added: "When the school hires faculty members or introduces volunteers, social workers and other off-campus personnel, it should check whether the above-mentioned personnel have sexual assault, sexual harassment and other illegal and criminal records; if they are found to have the above records, Not to be hired or brought in."

  The amendment to the Law on the Protection of Women's Rights and Interests takes note of such issues, and based on the previously received suggestions that "the relevant systems should be further improved to promote the implementation of the national fertility policy", the second draft of the draft adds the following provisions:

  The state has established and improved the maternity leave system for employees to ensure that female employees during pregnancy and childbirth are legally entitled to rest and vacation rights.

Employers shall not restrict female employees from promotion, promotion, and evaluation of professional and technical titles and positions due to marriage, pregnancy, maternity leave, breastfeeding, etc.

Anti-Trafficking of Women: Establishing a Reporting and Investigation System

  The vicious cases of abduction and trafficking of women and other serious violations of women's rights and interests have recently been exposed in some places, revealing that there are certain shortcomings in grass-roots governance.

Some voices believe that it is necessary to establish a reporting and investigation system to detect and deal with illegal and criminal acts that violate women's rights and interests in a timely manner.

  In this regard, the second review draft of the draft adds three new rules:

  "Marriage registration agencies, township people's governments, sub-district offices, residents' committees, villagers' committees, and their staff should report to the public security organs in a timely manner if they find women suspected of being abducted, trafficked or kidnapped during their work, and the public security organs should investigate and deal with them in a timely manner in accordance with the law."

  "The Women's Federation should play its role as a grass-roots organization, and work with public security and other departments to strengthen the investigation of acts of abduction, kidnapping and other violations of women's rights and interests, and the relevant departments should cooperate. If women are suspected of being abducted, trafficked or kidnapped, they should report to the public security organs in a timely manner. And assist the relevant departments in the rescue work.”

  "Accommodation operators should timely and accurately register the information of accommodation personnel, improve the rules and regulations of accommodation services, and strengthen security measures; if they discover illegal and criminal acts that may infringe on women's rights and interests, they should report them to the public security organs in a timely manner."

Further Embodying Women's Protection: Adjusting the Structure of the Chapter

  In addition, in order to further highlight the protection of women's personal rights and personality rights, the second draft of the draft also improved the legal structure: the sixth chapter of the revised draft was moved forward as the third chapter, and the chapter name was changed to "personal and personality rights" , and add provisions such as the inviolability of women's personal dignity; split Chapter VIII "Legal Remedies and Liability" into two chapters, "Remedy Measures" and "Legal Liability".
