White House press secretary Jen Psaki avoided a direct answer to the question of whether the words of the US president reflect the official position of Washington on a number of issues, including the situation in Ukraine.

Earlier, Joe Biden at a rally in Iowa called Moscow's policy towards Kyiv "genocide", and later repeated his statement to the press before flying back to Washington.

During the briefing with the participation of Psaki, journalists repeatedly returned to these statements of the head of the White House, recalling that "the president has already made comments about the war three times, and then the White House or he himself stated that these comments do not reflect the policy or legal position of the United States."

Jen Psaki, in turn, evaded answering questions about the status of the statements of the President of the United States and whether official Washington considers the events in Ukraine "genocide."

“When the president ran for office, he promised the American people that he would, as he often puts it, “shoot from the shoulder” and “tell people everything directly,” the White House press secretary said.

At the same time, Psaki did not directly answer the question about Biden's statements, which, as one of the journalists suggested, could mislead other world leaders or US allies if they are not confirmed by the White House or are not reflected in political decisions. Washington.

“I don’t think that anyone is in uncertainty about the atrocities and horrors that we are seeing on the ground,” Psaki said.

She added that the president described the situation as he sees it.

Inappropriate speech

Earlier, the press secretary of the President of Russia Dmitry Peskov, commenting on Biden's statements, called them unacceptable.

“We strongly disagree with them.

We consider it unacceptable to attempt such a distortion of the situation.

Moreover, we have already said that this is hardly acceptable for the President of the United States - a country that has committed well-known deeds in modern and recent history, ”the politician emphasized.

He added that Moscow and Washington currently do not maintain contacts at the highest level.

It is worth noting that this is not the first attack on the part of Joe Biden against the Russian Federation, which his administration has to clarify to one degree or another.

So, on March 24 in Brussels, the American leader said that the United States was ready to give a "proportionate response" in the event of the use of chemical weapons in Ukraine.

Subsequently, US national security adviser Jake Sullivan explained at a press briefing that America had no intention of using chemical weapons under any circumstances.

Then, during a meeting with American troops in Poland, the President of the United States assured them that they would soon be in Ukraine.

The press service of the White House also denied these words.

In addition, in late March, during another speech in Warsaw, Biden said that Vladimir Putin "cannot remain in power."

After this series of statements, a number of American media - including The Atlantic, The Wall Street Journal and the New York Post - came to the conclusion that the US president should refrain from spontaneous comments that may not reflect the official position of Washington.

However, despite this, already on April 4, the head of the White House called Russian leader Vladimir Putin a "war criminal."

Dmitry Peskov, for his part, considered such statements unworthy of the President of the United States.

“Personal insults to the President of Russia continue, and this is bad.

We consider this unacceptable and unworthy of the President of the United States,” the politician said.

Decision Center

Analysts point out that the administration and White House officials have stopped refuting Biden's resonant statements and are now simply refraining from clarifying them.

According to experts, in this way the entourage of the American president is trying to maintain the appearance that Joe Biden is still capable of making important political decisions on his own.

“They are trying to minimize information failures and all sorts of reservations by the head of the White House.

The problem is that Biden, judging by his condition, is unlikely to make decisions himself - they are most likely formed by his environment.

Even if he is endowed with presidential powers, it’s obviously not necessary to say that it is he who develops a foreign policy strategy and puts it into practice, ”Nikita Danyuk, deputy director of the RUDN Institute for Strategic Studies and Forecasts, explained in a conversation with RT.

From his point of view, Biden's comments on the situation around Ukraine suggest that "he does not have a clear strategy in his head."

“To a large extent, because of this, the desynchronization occurs - the US president makes statements, which the White House then refuses.

In my opinion, this is a consequence of the fact that Biden is excluded from the decision-making center, no matter how strange it may sound.

Formally or informally, it is not known, but there are such hypotheses,” says Danyuk.

He believes that sooner or later the moment will come when the inconsistent statements of the American president will no longer be ignored.

“It is possible that he will leave his post prematurely, handing over authority to Vice President Kamala Harris.

Then all these semi-official statements by Biden will be disavowed by the White House itself.

We see that rhetoric often runs counter to real actions, and, of course, no one likes this, ”the analyst argues.

In turn, political scientist Alexei Mukhin admits that the White House and Biden's entourage are often not ready for his spontaneous statements and therefore avoid comments in order to maintain the appearance of the work of a single political body.

“Biden’s case is generally special, since age clearly affects his consciousness.

Because of this, it is extremely difficult to comment on some of his statements, ”Mukhin explained.

However, even with this in mind, it is clear that Washington's uncoordinated position makes it difficult to resolve the conflict through diplomacy, the political scientist says.

“Unfortunately, the situation around Ukraine will only get worse, since the rhetoric of Western politicians, consisting only of spontaneous statements and lies, is unlikely to change.

As a result, this will lead to total rejection and distrust of their decisions in principle, ”Mukhin predicted.
