China News Service, April 14th. New types of cybercrimes have become mainstream crimes. Fraud methods have accelerated iterative changes. Offensive and defensive confrontations have continued to intensify and escalate. The characteristics of transnational organizations are becoming more and more obvious. Liu Zhongyi, director of the Criminal Investigation Bureau of the Ministry of Public Security, introduced some new changes and new characteristics of telecom and network fraud crimes.

Liu Zhongyi said that the crime of telecommunication and network fraud seriously infringes upon the vital interests and property safety of the people.

People in some key areas collude with each other to form professional criminal groups, which seriously corrupts the social atmosphere; some people are deceived and deceived, renting and selling bank cards, phone cards, and payment accounts to fraudulent groups, becoming accomplices of fraudsters, and seriously eroding the foundation of social integrity .

Over the past year, although the crackdown on telecommunication and network fraud has achieved remarkable results and the rapid increase in cases has been effectively curbed, the crime situation remains severe and complex.

From the perspective of combating governance practices, telecommunications network fraud is not a simple social security issue, but a complex social governance problem.

With the continuous deepening of the crackdown and governance work, some new changes and new features have appeared in the crime of telecommunication and network fraud:

First, the new type of cybercrime has become a mainstream crime.

In recent years, with the rapid development of the information society, major changes have taken place in the structure of crimes, traditional crimes have continued to decline, and new types of cyber crimes represented by telecommunication network fraud have become mainstream crimes and a serious challenge faced by public security organs.

Although such cases have shown a downward trend in the past year under the severe crackdown and high-pressure situation, the incidents are still running at a high level, and the situation is still grim and complicated.

At present, the incidence of telecom and network fraud in major developed countries in the world is also showing a rapid growth. Especially in the context of the new crown epidemic, people's production and life are accelerating to the Internet, which further exacerbates the high incidence of cases. Telecom and network fraud crimes have become a global attack. governance problems.

The second is to accelerate the iterative changes in fraudulent methods.

Fraud groups keep abreast of social hotspots, changing fraudulent tactics and "speaking skills" at any time, which is highly confusing, and the people are easily deceived.

Fraud groups target different groups, tailor-made fraud scripts based on illegally obtained precise personal information, and implement precise fraud.

There are more than 50 types of fraud discovered by the public security organs, of which the five main types of fraud are online rebates, fake investment and wealth management, fake online loans, pretending to be customer service, and pretending to be public prosecutors.

Since last year, there has been a high incidence of fraudulent cases involving fraudulent use of rebates from the public and then diverting them to fake investment platforms. Both the incidents and losses are more than 30%, and major cases of defrauding more than one million yuan have occurred from time to time.

Third, the confrontation between offense and defense continues to intensify and escalate.

Fraud groups use new technologies and new formats such as blockchain, virtual currency, AI intelligence, GOIP, remote control, and screen sharing to continuously update and upgrade criminal tools, and the offensive and defensive confrontation with the public security organs in terms of communication networks and transfer money laundering is constantly intensifying and escalating.

From the perspective of communication network channels, the use of fake APPs to commit fraud has accounted for 60% of all cases, and a large number of frauds have been carried out by using second dial, VPN, cloud voice calls, and foreign operators' phone cards, SMS platforms, and communication lines.

From the perspective of funding channels, the proportion of traditional three-party payment and public account money laundering has been reduced. A large number of benchmark platforms and digital currency are used for money laundering, especially the use of USDT (Tether) is the most serious harm.

The public security organs, together with the relevant departments, have always fought against the fraudsters, and constantly studied and adjusted the preventive measures to ensure that they always maintain the initiative.

Fourth, the characteristics of transnational organizations are becoming more and more obvious.

Fraud groups are well-organized and have a clear division of labor, showing the characteristics of multi-industry support, industrialized distribution, group-based operation, refined division of labor, and cross-border layout.

Group leaders and backbones often hide abroad, under the guise of high-paying recruitment, tricking and recruiting young people who are not yet deep in the world to engage in fraudulent activities abroad. A criminal gang commits fraudulent activities to my citizens.

The head of the group uses overseas chat software to instruct domestic personnel to engage in various types of crimes such as APP production and development, drainage and promotion, trading information, money transfer and money laundering.
