Chadian pre-dialogue in Doha: the mediator presents the government's proposals

A little over a month now that the Chadian pre-dialogue has been underway in Qatar.

The negotiations bring together 200 delegates representing the Chadian government and more than fifty politico-military groups.

We have been waiting for several days for Doha to present a summary document that is supposed to take up the conditions set by the various parties.

Thursday, April 14, the mediator received the parties again and presented the proposals from Ndjamena.

Fourteen pages, 26 articles, the government's proposals say they want to "

 lay the foundations of a new Chad, reconciled with itself, with a view to lasting stability

 ".

In this text, Ndjamena promises an amnesty to the signatories, a halt to operations targeting their groups, the release of their members and their seized property.

The power guarantees them total freedom of movement and the right to participate in public and political life, by creating parties or standing for election.

In exchange, the politico-military groups will have to renounce violence, cease recruitment, and accept a process of disarmament, demobilization and reintegration.

A DDR which will go through a cantonment of the rebels with the realization of a biometric census of each combatant.

The rebels are studying the document and will be able to compare their vision of the process with that of Ndjamena.

Thursday, the Qatari mediator also brought together all the parties to explain the reasons for the accumulated delays, to ask everyone how they saw the continuation of the negotiations.

 They take their time.

But they want to get to know everyone, to contact their external partners 

,” explains Abakar Assileck Halata.

According to the spokesperson for the Doha group, which includes 22 movements, “

 the mediators are doing their best and their method reassures us 

”.

As for the government's proposals, Abakar Assileck Halata wants to take the time to examine them.

We have to read in detail.

The text may contain traps and it dates from March.

These proposals are therefore not up to date 

, ”he says, a little skeptical.
